He's is, as his name describes, a tanky mage caster. All of his skills have insta-lock and his ult combos well with many ally skills. Overall, he is a force to be reckoned with if built correctly.

Masteries are odd but very helpful for how Ryze is played.

Go with 9/0/21 with your masteries
This build will focus on sustainability, mana regen, buff duration and basic magic damage at level 1. This build will allow for long sustain during early laning phases and give you more mana regen during later team fights

As for Runes, they are a mixed bag for each type. Grab health and magic pen marks, armor and flat AP seals, scaling AP and magic resist glyphs, and cool down reduction and movement speed quints. These runes will give Ryze basic resistances as well as magic damage.

The Skill sequence for Ryze is very Simple.

Desperate Power then Rune Prison followed by Spell Flux and finished by Overload

When working with teams in fights, champions like Jarvan IV can amplify the power of the Desperate Power and Spell Flux by them using their ultimate to trap opponents.

Ryze's main goal in team fights is to focus carrys and trap them with Rune Prison Making it easier to take them down. He is also quite potent in chases by using Rune Prison and Flash to snare enemy opponents.
