Intro
This is my first guide, so I apologize in advance if it isn't up to par, but any feedback would be appreciated on how I can improve it.
Pros/Cons
PROS

+ Great scaling
+ Huge damage in teamfights
+ Outplay potential with Spell Shield
+ Utility with
+ Best waveclear of all ADCs
+ Easy to play

Sivir is a hyper carry ADC who scales insanely well with critical strikes and easily has the best waveclear out of the ADCs, which alows her to counter sieges quite well. Her makes her quite safe and her allows for engaging or peel.
CONS

- Very weak early-game
- Reliant on getting items
- Vulnerable when is on cooldown
- No level 6 powerspike
- Early-game mana problems
- Offers very little to teamfights when behind

Sivir is very vulnerable early game with her low range of 500 and intensive mana costs. At level 6, her does almost nothing except allow for repositioning. She also offers almost nothing to teamfights when behind, because she has no utility besides her ultimate.
Abilities
PASSIVE
ABILITY
FLEET OF FOOT (Passive): This passive acts as a secondary without the minor heal. Whenever you damage an opponent with a basic attack or damaging ability. Definitely not the best passive around, but it helps with kiting opponents.

Q
BOOMERANG BLADE (Q): A simple skillshot that returns to you, this is Sivir's most damaging ability, which is why you max it first. In the early-game, it has a high mana cost, so be careful with using it to poke opponents. This ability scales with both AD and AP, but scales better with AD. In the recent 9.1 buffs, a well aimed Boomerang Blade can decimate closely grouped enemies.

W
RICOCHET (W): This ability is Sivir's bread and butter. The second ability to max, it makes your next three basic attacks bounce to nearby enemies. This synergies well with your critical strikes, as you will be able to bounce your critical attack through the entire wave. This ability makes Sivir very strong in teamfights, as she can attack the entire team at once.

E
SPELL SHIELD (E): This ability will give you a shield for 1.5 seconds during which the next enemy ability will be blocked and refund mana. If you can use this to negate enemy cc like Blitzcrank's , you can be much safer in the laning phase, Sivir's weakest time.

R
ON THE HUNT (R): This ability grants a burst of decaying movement speed. You can use it to engage into fights, or peel when overextended. It gives the speed boost to your entire team, so you can use it for your allies to close the gap or escape a pick. This also provides a attack speed boost when your Ricochet is active.

Try to throw your Boomerang Blade so that it doesn't hit any minions when you're trying to poke the enemy. If it hits minions along the way, it will do reduced damage to enemy champions.

Sivir has an basic attack reset with her Ricochet. Basically after basic attacking something, use Ricochet and your next basic attack will come immediately.

If you can bait out enemy abilities into your Spell Shield you can afford to make short trades with your Boomerang Blade due to Spell Shield's mana refund. Sivir is generally a good champion to pick into champions with traps ( Jhin, Jinx, Caitlyn) because you can simply activate your Spell Shield and walk on top of their traps to regain mana and disable the trap.
Runes
  • KEYSTONE
  • Fleet Footwork: With this, Sivir has a bit of sustain and can kite better. Try to hit champions when you Fleet Footwork is off cooldown, as it will provide more healing.
  • PRIMARY RUNE
  • Legend: Bloodline: This rune gives permanent lifesteal on your auto attacks, which coupled with your Fleet Footwork and Overheal can be quite effective for sustaining and more extended trading in lane. I usually take this over Legend: Alacrity unless I know that the game will last for a while.
  • PRIMARY RUNE
  • Coup de Grace: Sivir uses this rune to help finish off low health enemies. The other options in this row Last Stand and Cut Down don't really do to much for her, because you don't want to be fighting as a low health ADC and you need to get the last hits on opponents.
  • SECONDARY RUNE
  • Absolute Focus: This used to be Celerity but after the adaptive stats were removed, this is the best for this row. While Sivir usually doesn't build lifesteal in the early-game, as a squishy ADC you will likely be at 100% health or dead, so this rune will usually be giving some adaptive stats.
  • SECONDARY RUNE
  • Gathering Storm: With such good scaling, Sivir uses Gathering Storm to gain increasing AD over time. While this rune provides no stat bonuses at the beginning of the game, it can easily provide upwards of 30+ AD.
Summoner Spells

SUMMONER SPELLS
-
FLASH: The standard summoner spell for almost every champion, it provides insane versatility, allowing you to dodge skillshots and escape over walls or secure kills with Boomerang Blade or a basic attack.
HEAL: Heal is the most commonly used second summoner spell for ADCs, as it grants a small speed boost and can save yourself or your support, as it heals a nearby ally.

Items
Doran's Blade
Doran's Blade gives all the stats Sivir wants - extra AD, HP, and some lifesteal. This may seem like it gives less health than a Long Sword and 3 Health Potions, but the extra starting HP and lifesteal make this item more useful in early trading.

Health Potion
This item will let you to recover from trades and stay in lane so you don't miss cs. It restores 150 health over 15 seconds, so be aware that you don't get all 150 health at once.

Infinity Edge
With the radical changes to crit items in 9.3, Infinity Edge will be the new rush item for most ADCs, giving a bunch of AD and 25% Critical Strike chance. It also increases your Critical Strike damage by 25%. If you have an Ornn on your team, Infinity Edge can be upgraded to Molten Edge.

Berserker's Greaves
ADC's scale will with attack speed, and so these are the usual choice for Sivir in order to throw out more Ricochet's more often. This will also help with last hitting minions, although Sivir shouldn't really struggle with this due to her insane waveclear.

Rapid Firecannon
Moving around will now give you stacks, and at 100 stacks your next basic attack will gain extra range and have minor magic damage on hit. Between Fleet Footwork, Fleet of Foot, and On The Hunt, Sivir moves around a lot, allowing you to get energized stacks quickly and do more damage. This item also gives attack speed and critical chance, which will increase your DPS substantially.

Statikk Shiv
With this item, your next energized auto attack will send an electric shock to up to 5 nearby enemies, critically striking if your auto attack did as well. It also received extra attack speed for lower Critical Strike chance and being less expensive.

Essence Reaver
If you find yourself often running out of mana, you can pick up Essence Reaver. This is an alternative first item rush to Infinity Edge. While providing less base AD and without the 225% crit damage, it instead allows Sivir to use Boomerang Blade more frequently, as it gives 20% CDR and refunds 1.5% of your missing mana on basic attacks.

Guardian Angel
This item will revive you when you die, and often can buy time for your team to group and defend you so that you don't immediately die after you revive. If you're the only carry on your team this is an important item to build becuase it will give you a second chance if you accidentally overextend and get killed.

Mortal Reminder
This item is great against teams with a healer ( Dr. Mundo, Soraka, Vladimir, etc.) because it applies grievous wounds. It also comes with 25% armor penetration to help you further in taking down enemy tanks.

Lord Dominik's Regards
For when you seriously need to take down enemy tanks, this item provides a bit of AD and more importantly, 35% armor penetration. I usually run Mortal Reminder because it can also deal with fighters who run a lot of lifesteal, but if no one on the enemy team is building lifesteal and many of them are tanks, Lord Dominik's Regards is the item for you!

The Bloodthirster
This item gives tons of healing off of basic attacks, which is your main source of damage as an ADC. It will give a shield from overhealing which can be the differnce between being instantly bursted down by an assassin and surviving.

Maw of Malmortius
This item provides some AD, 10% CDR, and most importantly, 50 magic resist. Also, whenever you take magic damage that leaves you at less than 30% health, you'll get a magic absorbing shield for 5 seconds, as well as 10% lifesteal and 10% spell vamp until you exit combat. I build Maw of Malmortius when the biggest threat is a magic damage dealer, like LeBlanc or Karthus.

Mercurial Scimitar
This item is basically the Banshee's Veil for AD users. Upon activation, it will cleanse the user of cc and grants a short movement speed bonus. It also has a bit of magic resistance and 10% lifesteal.
Gameplay

Early-game

Focus: Farm
Your most important job is to stay alive and get cs so you can scale into late-game and take over with your crazy Ricochet damage. Make sure you can last hit minions reliably. If you need practice, feel free to go into a practice mode game and just focus on last-hitting minions. Sivir doesn't have the strongest early game of the ADCs, so it's important to avoid extend fights unless the enemy seriously overextends. If you can bait out their abilities into your Spell Shield you can more freely poke with Boomerang Blade without worrying that you will go OOM (out of mana). Watch for your jungler coming to assist you and take jungle objectives when you can. Make sure you ward! Getting vision down is vital in staying alive.

Mid-game

Focus: Objectives
Mid-game usually begins when after first tower blood. This usually happens in bot lane. After this, you should lane swap with either your top or mid laner. Once all the outer turrets are down, you can look to take more important objectives like dragons, rift-herald, and baron . Make sure you stay with you support, as being caught out alone will most likely lead to your death (unless you got super fed while laning. In teamfights, try to stay in the back, because you don't have a lot of tools to reposition yourself. Try to throw your Boomerang Blade so that it will hit multiple champions. Make sure your Ricochet is on so that your auto attacks will hit everyone. Use On The Hunt to engage or peel from teamfights.

Late-game

Focus: Nexus
It may seem rather redundant that you're trying to take the nexus but it's important to keep in mind that's the only way to win a game. The easiest way to end the game is through the baron buff. Killing the baron will grant you a buff that gives adaptive stats. More importantly, it gives all of your minions a stat boost whenever you are near them. The baron buff allows you to siege towers more effectively, but is dangerous to get when the enemy jungler is still alive. While you don't have it, you can siege towers by slowly poking them down. Slow-push until you have a large minion wave, then chip away at the tower. If enemy champions try to defend it, poke them with your Boomerang Blade. Eventually you will take down the tower.

Conclusion

Sivir is a fun late-game hyper-carry with lots of damage and waveclear. Her early game is relatively lackluster, but her mid and late-game potential make up for this weakness. Once you get used to using her Spell Shield against enemy abilities, you can play a lot more aggressively in lane thanks to the extra mana you'll be getting.
