Introduction
My name is Scrax and i've been playing League of Legends on the EU West server for about 7-8 months now.
I don't think I am better than anyone here, but I do think I have a lot of experience with Teemo so I'd like to share my guide with you. I will try to keep this guide updated with tweaks/nerfs.
Please remember that playstyle affects the outcome of this guide. I play Teemo pretty aggresively and I would always pick him against a Singed or a Chogath. Yesterday, at the time of writing, my team was flaming me really hard for picking Teemo against Chogath. I ignored them and slaughtered Chogath top.
Sometimes you just have to stand up for yourself and do what YOU know works.
+ Easy to escape! (shrooms can slow, your W has a speed passive)
+ Blind is OP (with your blind (Q) you shut down AD based champions with ease)
+ Ranged - Easy poking at top laners
+ Free wards with shrooms
Cons:
- Very Squishy, don't get caught!
- Global Taunt, meaning your enemies will try focussing you like crazy
- Range of 500 , other AD carries could poke you better
- Shrooms can be seen by Oracle's Elixir or Vision Ward
My general runeset however is:

You will want these as most of Teemo's damage output is magic damage. Feel free to try Hybrid runes though, these will give you a nice boost early game.

Always use armor runes, there is no need to pick anything different, even minions are OP early game.

I like these runes because they make your poison hurt quite a lot early game. Feel free to swap these for magic resist if you feel not as experienced.

Teemo is fast on his own, but with these runes you can kind all those annoying top laners very easily. I use these to dodge Chogath Q very easily :) Again, feel free to swap for whatever you think is best.
Movement speed I would say is pretty OP, therefore I would always start with boots.

To start with extra movement speed, this will help with poking the enemy.

To keep healing while laning.

This item reduces the magic resistance of your enemy This item stacks which makes this item really good with on-hit Teemo, as on-hit items deal magic damage.

Wits End makes your auto attacks deal extra magic damage and gives you stacked magic resistance.

Makes your poison and shrooms deal more damage and gives you CC.

The Blade of the Ruined King is is a very good item for on-hit Teemo. It deals damage based on the targets current health and it also gives you lifesteal, something on-hit Teemo in season 2 was missing. This item works great against champions like Singed and Chogath who have lots of health.

This item will give you both armor and magic resist, it also brings you back to life. Feel free to replace this one with whatever you like.
Optional/Viable items

If you think you have more then enough attack speed get these, your poison will deal more damage.

Feel free to get this item if the enemy team has 2+ AP champions or has lots of crowd control.

If you like having more ability power, get this item. This will make you do crazy damage with your shrooms (R) and poison (E).




Feel free to get this item if you are super fed. It gives you more attack damage and life steal.]]
Item's to leave alone

Unless you decide to go down the AP route, don't get this item. Cooldown reduction is not needed and you have more then enough attack speed. It's better to invest in other items.


Shrooms can also be used for wave clearing, allowing you to push your lane like crazy. If you feel like you are going to get tower dived, feel free to place them around your turret. The slow and damage on your shrooms should allow for some extra damage on the attacker.
