Don't let him poke you with his Q, dodge his Q and W if you don't want to lose much health, once you get lvl 3 you can seek for trades with PTA, later if you get black cleaver, he's no threat.

He has good burst but bad extended fights, wait for his W to run out before using your own, you can time it so you hit your W just as his W comes off for the max DPS and survivability rate. Take PTA for the short trades.

If you know how to counter Sett, he shouldn't be much of a threat early game, don't get caught by E-W or W itself, you can easily dodge to the side and kill him once the shield runs out.

He'll try to kill you after lvl 3 since he's strong early game, he has that potential because of his W and E to deny your W and auto attacks, Conqueror recommended.

He'll mostly likely proxy on 2nd wave, if he doesn't, you can look for a trade/kill with PTA and Ignite, later he'll be a threat because of his ult and magic dmg but not much.

He's no threat in early game, dodge his Q and E as much as possible, his E slows and gives him the advantage to his his full Q. PTA recommended.

Play passively against him, he has big range, play Doran's Shield and Second Wind to survive the laning phase, fleet footwork is your only way to gap close early.

He'll poke you with his Q, don't let him heal up after lvl 3 or he'll just keep on killing you on lane, play aggressive on lvl 1 and Doran's Blade with PTA.

He has some range but not much, take first W and fight him, you'll mostly likely win if he has E or W, if he has Q, take E first and bully him, he's no match for you the first levels.
Vayne
To be honest, I ban her every game but if you meet her, take fleet footwork and build Steelcaps against her, go stridebreaker and dead man's plate if you need.
Vladimir
He has a lot of sustain in lane, bully him very early or he'll get his boots and you won't be able to trade anymore. Fleet footwork + Second Wind recommended.
Volibear
You can pretty much win against him on every level if you're careful enough, use E-W to your advantage and ult him whenever he ults, don't hold your W for too long or he'll just finish you off with Q and W.
Warwick
He has insane healing when he's low, fight him early, take W first if he's playing aggressive, take E second to ensure that you hit the W, if he has barrier, just go for it until he uses it and then run away. PTA recommended.
Wukong
He's very strong with his empowered auto attacks, he can bait you into thinking that his clone is the real him and you'll only waste your W on that, be aware when fighting against him, side step every auto attack and look if he moves with you or not, if he doesn't it means that's a clone. Sett doesn't lack attack speed late game, but in early game it can be a pain if you don't have enough attack speed to kill someone, Sett's basic attack speed is 6.025, by adding Alacrity and Attack speed shard, it goes up to 0.71 at the very beginning.
Lifesteal
Mid stat, Sett doesn't need or can almost never use it during a teamfight, you won't be able to come up to your opponent if you build it first, unless you build it second.
Ability haste
Mid stat, but also is good for his long cooldowns which are reduced by Black Cleaver and Spear of Shojin which add up to 45 ability haste, making it just enough for Sett to gain his Haymaker again in a teamfight.
Armor, Magic Resist
Build it if you really need it against a heavy Magic or AD team comp, mostly your base armor and magic resist are enough, but still might need a bit more from boots.
Tenacity
Mid stat, but is crucial when enemy team has a lot of Crowd Control abilities, like Blitzcrank combined with Syndra, you won't be able to move, you'll be dead faster than you expect to be without Sterak's and Mercury's.
