Pros
+Very Tanky
+Large AoE Stun/Slow
+Incredible Ganker
Cons
-Needs to create kills to be effective

Skills

Passive
Although a good passive for laning, it doesn't help Leona clear the jungle in the slightest (minions =/= champions). It is however, rather good for ganking as it will add lots of burst onto your gank.
Shield of Day Break
Q
Absolutely essential for clearing at level 1 due to the double AA reset. It's also essential to setting up ganks, This is maxed second as it provides slightly more damage and lower CD on the ability. Lower CD means more stuns, more stuns mean more kills.
Eclipse
W
This is taken at level 2 onwards. It gives you tankiness and AoE clear, which is very helpful due to Leona's low clear speed. It will also help scale you into late game better as you will be getting free defensive stats from it.
Zenith Blade
E
This is taken last as it does abysmal damage and leveling it does not increase anything useful. However, it is essential for ganking, so take it when you intend to gank.
Solar Flare
R
Once you hit 6, your ganking ability becomes even stronger. Your ultimate is a great initiation tool, it allows you to pin that pesky carry down and stop him from doing his job. That's always nice.
Counters
Blitzcrank
Rather amusing with this matchup, although you're jungling, Blitzcrank can still pull you to his team's doom. He pulls you, you initiate on their carry.
Galio
Leona doesn't exactly hard counter him, but similar to Udyr, she can stop Galio's ultimate by using her Shield of Daybreak before getting taunted.
Additionally, Leona does exceptionally well against squishy champions with no-escapes and gap closers.
Who counters Leona?
Morgana
Absolutely ungankable as soon as she gets her
. You should try ganking before she levels it, or try to get someone to bait it out.
Shyvana
Queen of counter-jungling. As of S3, popularity for Shyvana has fallen off, which is great. Shyvana will eat you in the jungle if she finds you, the only thing you can really do is keep your jungle warded and ping for allies to help take her down if you spot her.
Generally Leona is countered by strong duelists that will actively hunt her in her own jungle.
