Fiora
You can easily trade with her no problem, and you can usually kill her with the help of your jungler no problem.
Aatrox
I hate Aatrox because of his passive, but he's easy to deal with as long as you have your W up.
Dr. Mundo
He is as much of a sustain god as you. Get Ignite instead of Ghost or Flash (depending on enemy comp).
Garen
He is another sustain god and has a lot of damage, alongside a cancerous execute, AND he can easily trade with his Q. Stay back and don't get too cocky if you're below 75% health.
Gnar
He out-ranges you hard, even though he lacks sustain (unless if he picks Doran's Shield) so stay back and keep Q'ing.
Illaoi
She is a shittier Garen. You can easily trade her and her sustain isn't as scary as Garen's.
Irelia
You will almost always have more health than her, so watch out for her stuns. She can also easily trade with you using the said stun, so be careful and look for cheeky Crimson Rush Q's.
Jayce
Good Jayce's are scary when they go balls deep on you. Keep healing and you'll be fine. Bad Jayce's are easy.
Kennen
He kinda out-ranges you but you can keep healing. He also has no resource bar for his harassing tool so ask for ganks post-6. Make sure you have your ult up.
Kled
Does anyone play Kled anymore?
Maokai
Victorious Maokai skin is a big thing right now post-gold elo so you'll often face a solo Maokai, at least for a while. He will sustain better than you IF you cast your abilities too often AND you won't be able to kill him. He's truly a nightmare for Vlad.
Nasus
Very easy lane, even if he becomes scary in late game since your ult gives your whole team a damage increase against any champions hit. Don't act dumb and you'll be good.
Pantheon
Pantheon is super easy since he doesn't have a level 6 power spike. You out-range his Q and his passive shield is useless against you.
Poppy
Only an easy match up if you avoid head-butting her whenever her E is up. Other than that, you have better sustain than her so you'll do fine.
Rengar
Rengar is a scary bruiser top laner now so I'd be careful.
Riven
Cocky toxic Riven mains are very annoying if they actually know how to do proper combos. If you come up against some Riven chump, you'll devastate them.
Rumble
No resource bar, super easy wave clearing, constant harass tool, ability that gives him a shield and movement speed AND an ult that gives you ebola is certainly annoying BUT you can out-sustain him.
Singed
Don't get flipping flipped.
Teemo
Build as if you're building against AP, even if he's going for an on-hit build, since these builds hit more in AP than in AD. You can super easily sustain against him but don't get cheesed.
Trundle
You can easily harass him and he can't out-trade you if you play this properly.
Yasuo
Yasuo mains tend to get very cocky, to the point where they'll tower dive you often, and you can easily cheese them using your ULT-E-W.
Wukong
He has 3 abilities dedicated his trading combo but he'll run out of mana relatively fast, which means you can out-sustain him.

The point of playing this set up is to stay in lane until you can pick up your next appropriate sustain item, and to out-level your opponents by staying in lane. This set up punishes people who pick Ignite while going solo, which is extremely common at lower elo. This point is strengthened by the fact that the Assassin Update just went live, which means that you'll be seeing a lot of assassins in top lane who will usually pick Ignite, confident in their killing potential.

To play this set up effectively, you should avoid every and all engagements pre level 6, unless if you are 100% sure that you'll be getting a kill out of the situation. This is because without any items, you'll have longer cooldowns on all of your abilities, especially your E (you'll be spamming it during fights). Your jungler may flame you for getting invaded by their solo laner and jungler, but realistically can't do much with Vlad before getting CDR and your ult.
The second step to sustaining is to use your Q all the time. You should also avoid casting E (unless if it's for a last hit) and especially avoid casting your W since it'll drain 1/5th of your total HP. Make sure that your defensive W's are worth casting, and never cast an offensive W without casting E before it.

After laning phase, you should look to complete your build quickly, at least up until Rylai's, and always go for the squishy carry.
