Caitlyn
Can one shot your turrets without ever actually getting in their range. Your best bet is to constantly poke her with your E when she goes in to kill your turrets.
Fiddlesticks
I play ranked duo with a fiddlesticks main, and we completely rock it. It is such a poking combo that you leave the other teams bot lane with nothing left to do. On top of that fiddlestick's silence works quit nicely when the enemy moves in to kill your turrets.

Champion Build Guide
Pros
Powerful kit for 1v1's if you have turrets down
Good crowd control
Shuts down most ganks
Ultimate is like three separate abilities
Cons
Must have turrets down to get good damage output
Annoying af to play against
Shoves lane really hard
Towers auto target your turrets
Passive: Hextech Affinity
Gain Movement Speed while near allied towers and turrets deployed by Heimerdinger.
Heimer's passive can be quite useful for two main reasons:
1. Laning Phase: Heimer can place turrets down to gain a cs advantage, but with these turrets, he can also use his passive to gain extra MS to dodge the enemy teams poke. This is huge when playing bot because one of the support's main roles is too poke the enemy adc, but Heimer's passive, if used correctly, can completely counter that.
2. Returning to Lane: His passive also allows him to return to lane quickly after recalling . You can strategically return to the lane by running near your towers, and the extra MS will allow you to return to lane quicker than your opponent, potentially allowing for an easy kill if you wait in a bush with your turrets down and then all-in them when they least expect it.
Q: H-28G Evolution Turret
Cost: 20 mana and turret kit
Range: 350
Places a Turret. Turret attacks prioritize Heimerdinger's targets and enemies attacking Heimerdinger. Turrets shut down if Heimerdinger moves far away. Heimerdinger generates a Turret Kit every 15 seconds and can hold 3 Kits at once.
Heimerdinger's turrets are what makes him unique. Every fifteen seconds, Heimer generates a kit which can stack up to three times. When Heimerdinger uses his Q a turret is placed and a kit is consumed. This ability also cost 20 mana which is very minimal when considering Heimer's other abilities. Once a turrets is placed a circle will appear around it indicating the range of the turret. As soon as an enemy minion or champion enters this circle the turret will target them. The turret auto fires at the closest enemy, but always redirects when Heimer autos and instead fires at the target of Heimer's auto-attack. It is also worth noting that Heimer cannot have more than three turrets down on the map at a time. If Heimer walks away from a turret it will shut down after a delay, but will immediately come back to life if Heimer gets near it again. Turrets also shoot lasers every 16 seconds which deal significant magic damage to enemies in its path. The laser is immediately summoned if Heimerdinger hits an enemy champion with Hextech Micro-Rockets or CH-2 Electron Storm Grenade in the radius of his turret . Heimerdinger's turrets also give him a very small radius of vision after they shut down, and this can be useful if used correctly.
Patch 8.24 Changes: Now turrets laser's 16 second cooldown can be affected by cooldown reduction. Personally I believe this is a strong buff because my build already includes a decent amount of cooldown reduction which will increase how often the turrets shoot lasers.
W: Hextech Micro-Rockets
Cost: 50/60/70/80/90 Mana
Range: 1325
Unleashes a barrage of 5 rockets that converge towards the cursor and fan out past it. Rockets deal 60/90/120/150/180 (+45% Ability Power) Magic Damage.
Additional rocket hits deal reduced damage.
