Yes. Talon is genereally built as an assassin (his E is litereally called Assassin's Path). However, there was a brief moment in season 11 where talon was more commonly seen with Goredrinker instead of standard assassin items, such as Eclipse. While now he usually utilizes first strike and is built full lethality, the old bruiser build is still very viable. You still have enough damage to one-shot squishys, but you also get the survivabilityfor extended fights against tanks and bruisers.

Overall, the assassin build is generally better. But if you are like me and prefer bruiser playstyle, this build will work perfectly fine in both normal and ranked games.

With Assassin's Path, Flash does not get as much use on Talon as it does with other champions. Because of this, it is pretty much always better to instead take Ignite for some extra early kill pressure. Just make sure you are aware which walls are on cooldown so you know what escape/engage routes are avaliable to you.

Flash is still an option if you really want it, but I do not reccomend it.

Talon has very strong kill pressure once he reaches level 3 with ignite. Because of this, you can consider going for an invade and killing the enemy jungler during their first clear. If you decide to do this, make sure you have an escape route avaliable, and watch for enemy laners potentially rotating.

For bruiser talon I reccomend either Goredrinker or Prowler's Claw, even though Prowler's Claw is really an assassin item. Generally, Prowler's Claw is better into enemy team comps with one or two carries to allow you to have extra burst damage, as well as more sticking power on the opponent, and Goredrinker is better into bruisers and tanks, as well as comps with less mobility.
