Now Taric's Passive also has a greater CDR for Star.Touch (Q) than his other abilities. And seeing how AP affects his Playstyle less than Armor does I leave (Q) for last, as it still gets small buffs here and there based on your Kit, and the Mana Cost goes up so much. Just make sure to try and always/only use it when at full (3X) Charges.
Moonflair, Archangel's, and Frost Queen's all add a touch of AP. Moonflair with Tenacity, Magic Resist, AND Armor, if you have the Gold early enough sure upgrade it without fully proc'ing Seeker's. Archangel's gives a ton of Mana and AP which is efficient for Star.Touch(Q). Once Transformed into Seraph's you now have another fat shield. Frost Queen's kind of works a lil' bit all over the place, but its great if your gonna keep pressure on the enemies in Early Lane. Small bit of Bonus Damage and Gold Income on top of the Bonus Damage from Taric's Passive and the Bandit Mastery, touch of AP since Star.Touch(Q) is your first skill and wont be epic till late game. Frost Queen's comes with CDR and a Proc for Movement Speed so it helps open up options.
Since Taric's Passive works off of "after an Ability" being able to cycle Abilities quickly is a must. 40%CDR cap from 2 items that both give Armor,Mana, and some sense of Slow. The Heart slowing enemies attacks since your usually in the mix of Team Fights (melee duh) and the Gauntlets giving more Armor,Mana and an "after an Ability" perk that slows/damages enemies and you proc it sooooo often.
Continuing along with the fact that HP goes with Armor like PB&J, and because Star.Touch(Q) buffs from Taric's Max HP (and its maxed last), the biggest bulk of HP is later game since (Q) and you both need it to reach full potential in Team Fights. Also for Team Fights its advised to switch your Bastion(W) to a Tank/Fighter so the Shield increases. Otherwise you need an ADC with decent Max HP from start to finish.
Last but not least Barrier only to give you those few extra seconds to wait for Heals/Cd's and Exhaust since your in the fight if someone manages to stray out you can hit them with this and let your ADC take care of the rest.
This is a much faster start off in Gold if played right. Mostly shooting after AP with an understanding that using this much Attack Speed means that Basic Attacks are everywhere. By beefing them up with On-Hit effects matched with Runaan's and Guinsoo's late game... On top of Wit's Magic Resist Reduction and if you get Sorcerer's boots and Black Cleaver your peeling away their defenses.
It's all about the Blight with this guy. High AP adds Bonus Damage every Basic Attack and makes your Ult(R) nearly kill players 1 hit. Pop the Blight with E and add all that On-Hit Damage only to pop Blight again! With E being maxed second the slow and greivous makes it hard to escape the (R)(E) combo, should they... you have enough Move Speed and Attack Speed (Hopefully you placed (E) well) you can chase down another 3 Blight stacks, drop Ignite before they create a gap with Flash or a Parkour, and finally throw (Q) down long range.
Sorcerer's boots with Corrupting Potion/Ignite/Deathfire's Touch pair is a great start as it makes chasing easier, blight hurts worse, stacking burns, and DOT Damage if they escape. Play your cards right and first blood is almost gauranteed.
Should you be in need of Buffing your Lane Pair (Taric/Varus) Cleaver and Spirit add soo much HP that the Bastion Shield becomes sizeable, theres Magic Resist, decent CDR, heal perk. And Spirit's Heal buff is awesome once Taric's Stoneborn Pact Mastery Kicks in.
