This Veigar is very AP driven... That is just how I see him working best and for me I end up dealing massive damage. I find that the boots of mobility are quite necessary over the sorcerers shoes because the one thing I see as a weakness to Veigar is his low speed so I try to compensate. Getting around on the map and catching up to an enemy can lead to vital playpen drops that you wouldn't have been there for otherwise.

I typically dont use Zhongs because when AA staff turns into Seraph's Embrace you get a shield you can use that works well as an escape item.
