Alright, So this Build is Work in Progress, I'm still in the Phase of testing stuff out, So if you find something that might be useful to add onto this guide, feel free to let me know in the comments. I'll also add (and maybe remove stuff if I find that some items are not useful, or extremely useful)

Introduction

Good day, My Name is SBgendary. I play on EUW and I'm Silver 5, not the highest rank, but good enough.

This guide is about Kleptomancy/On-Hit Taric, I'm writing this guide, Because I always liked Taric as a Champion, but as a Top-Laner I rarely get to play him.

So I thought to myself. "Wouldn't it be cool to move Taric to Top-Lane? He has all he needs. Damage output with his Bravado Passive. Sustain with his Q, and fairly decent CC with his E."

And So far it works. He's a great Anti-AD Champion,Because his Passive and W scale on Armor. He has spammable Abilities, due to his passive reducing the Cooldown of his Abilities. and dishes out insane amounts of damage while remaining tanky.

Champion Matchups

Just like I already said, this build is WIP, so I haven't really played that much matches yet, I'll continue to add Matchups If I happen to play a new one.

Summoner Spells

Is a must have, But I think you know that.

Is nice to have, for TP ganking, TPing back to lane, Defending the base in the late phases of the game. Overall great.

Good versus high damage Top-Laners/Team-Comps You can almost completely shut down your Opponent if you use it on em'

An essential for fighting high sustain Champions, Plus it's a nice to finish people off with it.

You can take ghost to catch up to people more easily, and overall get more mobility.

How to play this guy.

If you just got to lane, try to conserve your mana. If you started with E, stun your opponent, and hit them twice with your Bravado Empowered Autos. This is your basic trade combo. You'll be using this until you got your Tear. If you bought your Tear, You start with , stunning them, getting your 2 Bravado Autos off, then using getting 2 Bravado Auto's off, And repeat. It should Look Like this -> E, Auto Auto, Q Auto Auto, Q Auto Auto ...

You can also use your W instead of Q when you have it up, because it's Mana cost is lower and also activates your Passive.

In conclusion..

.. This build is very fun to play, because you'll get awesome reactions from your opponent, since nobody expects that much damage from a Taric. Plus, let's be honest. For someone who already played every Champion, like me. Something new that you can play is always nice to see.
