Introduction
So I have been playing Vel'Koz since release day and have consistently gone 20/x/x, where x is the dependent variable which changes with the game and champions in it. So, in the long run, between all the champions who are brand new, the MOST well balanced new release ever has been Vel'Koz. And while he is not OP, but perfectly balanced, people will scream OP at you if you follow this build. Alright let's get to it. Without further ado, my Vel'Koz build.
Katarina will destroy you if you don't avoid her, and make sure your team knows that she will eliminate your health bar if they don't ping for you. NEVER try to engage her, even if you are fed, as her E allows her to dodge your combo entirely.
LeBlanc will also destroy you. You can't get away, she won't let you. Stay away from her.
Riven. Just don't even ask why...
And any other assassins, these are simply the worst counters

Heimerdinger
Ryze
Lux
And situational matchups which can go either way:
Syndra
Kassadin
Teemo
Vel'Koz

The reason I chose the ones I did is because the utility allows him to place his trinkets and wards down from further away, essentially making him that much harder to hit.
Also, offense boosts his AP and magic penetration, which increases his base damage slightly.

Leveling up his Void Rift allows for maximum damage when in tandem with his E. Start with the Plasma Fission for countering early surprise ganks and for easy poke and minion farming. W comes next and allows you to either surprise your opponent with a walk-in trap, or again, farm minions. Tectonic Disruption is third because it allows you to knock up your opponent while dealing some damage and then a massive amount more because of Void Rift and of course applies three stacks of Organic Deconstruction which deals the true damage(always a nice bonus :D).
And of course, his ultimate Lifeform Disintegration Ray because it just...well....disintegrates the enemy...

Pros:
*Q is a massive damage poke if you can get it through.
*Most people don't know enough to dodge the second blast from his W.
*Both hits from W apply stacks to his passive.
*Fantastic combos.
*Ult has astounding range and damage.
*Ult can pierce multiple enemies.
*W is great farm material as well as reliable damage and a deterrent to chasers.
*He's....a freaking...M'arrillian....
Cons:
*Extremely squishy.
*Can be shut down in lane when ganked by assassins.
*W does not do enough damage if it doesn't hit with both hits.
*Q is easy to dodge if you see it coming.
*His skillshots are rather difficult for beginners.
*Slow-ish base movement speed.
*Q is a massive damage poke if you can get it through.

Vel'Koz is a fantastic teamfighter. He works extremely well when he is in the back of a fight launching his E, W, and Q around to knock up, deal massive damage to, and slow enemies, and if they survive that, you can be sure the front lines of your team won't let that enemy(ies) get away. Vel'Koz is also a great initiator, and while it may be risky, if you play him right, you can almost ALWAYS destroy the opponent without taking any damage.
When engaging, initiate with your E, follow up with your W, and then use Q as a finisher, or to prevent the enemy from getting away. If the situation deems it worthy, you may activate your ultimate. *TIP* I, personally, do not activate my ultimate unless the enemy is close enough that no matter the direction they run in, they will die. Unless the opposing champion has almost no health, I try not to attack them when they are on the maximum range of the laser.
One terrible thing about Vel'Koz is if you are (AP) Carrying your team(like you should be), you WILL be focused and you WILL be destroyed unless you have a well balanced team working with you.

Vel'Koz' Q, Plasma Fission isn't something to toy with. You can use it to farm, and it is fantastic at taking out three low health minions in one shot, if you do it right. Personally, I like to trick the enemy champion into thinking that I am going to shoot them, and scare them away with it while actually going for a minion.
Tectonic Disruption isn't really a farming ability, but you can place it to either knock-up a champion, and if that fails, hopefully you were clever and also placed it where there were minions. In case you miss, you still get a profit out of it no?
Lifeform Disintegration Ray can be used to clear out super minions attacking your inhibitor. When you activate his ult, be sure to hit some minions along the way with the rest of the time limit if you killed the opposing champion. It'll always give you gold, which is a good thing, right?
