Another great attempt, you've definitely got some potential.
Feedback:
1. A lot of space is still present
Advise: You want to use the 4 line guide technique for signatures, well most signatures.
Fix: View->New Guide. Make a 66.6% and 33.3% horizontal and repeat for vertical. Then make sure your signature fits 2/3 of the signature canvas.
2. Text steals a lot of focus
Advise: Try to re-frame from using stroke, outer-glow etc for most signatures as it only works in a 1/100. Most of the text effects are distracting and unsightly.
Fix: Sharpen render or adjust text effects.
3. Lack of depth
Comment: The lighting is all over the place at the moment.
Advise: Pick a light source, probably top right is best or near the telescope
Fix: Use gradients, play around with the settings a bit, experiment. Best feature i find is the Filter>effects>lighting effects. Experiment. Make sure to adjust the opacity though, maybe 10~20%.
Fix#2: After experimenting with gradients, color balances and photo filters, your signature should follow some sort of color scheme, or blend in well within itself. Afterwards, create a new layer and use a 10~15% soft brush at 100~300px and set layer to Light
4. Blur/Smudge
Comment: I use to smudge a lot. However it only works on certain stocks/renders. there are 3 main types of these.
1. Line renders - these follow a straight-line flow, mainly North-West or North-East
2. Flow renders - these are often movement renders, and follow a 'sort of' straight line flow, but not necessarily.
3. Other renders - not going to go into too much detail about this.
Advise: Most renders are line or flow, you want to figure out where the flow is, for your teemo one it's pretty difficult, its a "other render" type whereby you must depict the flow yourself and use your creative imagination to make it fit. I would advise not to use these type of renders, especially ones of bad quality. Also for smudging you want to try and make it not too blurry, or even add blur in a signature in the first place unless you want to create depth.
Fix: Try to get a c4d/brush and flow the render to a specific direction, or smudge. When smudging try to use 30~60% strength, and adjust the scattering to around 100% too, just experiment or look up some smudging settings.
5. border is too strong in terms of capturing, again focus.
Advise: use 1px~2px borders, mainly black color, unless otherwise.
Fix: edit>stroke->1~2px. black.
6. c4d's/fractals/effects are not very well blended, or used to their potential/purpose
Advise: make sure your c4d's/effects, especially for this particular signature, help in making the render the focal point and also in establishing some sort of depth.
Fix: set layer to linear dodge, light, screen, color dodge
hope this helps.

first image:
1. Cyan represents the flow, although could be argued where flow is, its not a very good image, doesn't show much movement or direct flow.
2. Blue represents potential light source, probably above him, so again, like i guessed is to be near telescope or top right.
second image:
1. shows the guidelines
2. notice the main image focus [Teemo] is approx 2/3. sometimes you could put him central. In this case is right aligned.

Yay! Ok, I made a

1. Image doesn't take 2/3 of signature.
2. Light probably scattered.
3. Text distracting.
But I was trying to 'flow' the image towards his leg and fists. I probably didn't do it just. >.>
Oh, and it's harder for me to do this since I have a color deficiency... But, I'm trying my best. >:D

I have some questions:
1. How do you re-color a fractal?
2. Can you create a tutorial about blending fractals together?
3. What's the best way to make a background?
4. How do you darken an image when it's too bright?
5. How do you add lighting to certain spots?
Yeah you definitely have the concept going, and i like the text placements.
I have some questions:
1. How do you re-color a fractal? there are many methods, the main 3 are as follows: Image>Adjustments>Color Balance. Image>Adjustments>Hue and Saturation. and finally Image>Adjustments>Black and White (Make tint the color you want.)
2. Can you create a tutorial about blending fractals together? Blending fractals together? You mean how to blend the fractals within a piece of work / render, or just generally 2 fractals? Making a tutorial will be pretty pointless, it's very hard to explain, despite the difficulty in translating it within words, you want to use your fractals in relationship with the flow of your signature and also when blending, just erase the parts you dont want and set the layer to either the ones i expressed (linear, color, light, screen)
3. What's the best way to make a background? Most efficient way, use the images background and render the focal part of the image you want out. If you want to use your own background there are many ways, none are necessarily the best way, as it depends on the image and the sort of "style" you want your signatures direction to go to. Few methods are: gradient method, simple and effective. Smudge method (50% with scatter around 150%). and Stock over Stock method.
4. How do you darken an image when it's too bright? Hue and Saturation, Soft brush Black at low opacity, light settings on filters or gradients.
5. How do you add lighting to certain spots? Soft brush at 100~300px size and opacity 5~25%. Maybe set layer to lighten.
