I just looked up "steampunk clock", found something I liked, rendered it, then applied a few clipping masks for colour and texture + saturation/hue adjustment layers. Though, looking at the gears, you could probably easily (and by easily, I mean easy process, but tediously long and finicky) make them in Photoshop with the standard shapes. Also, I love your style of drawing League characters and their interactions with the background.
