Hell no, shen is meant to be built as a Pure tank, the only AP item that I would even consider on shen would be a Rylai, Innate doesn't work with AP anymore..His Q will deal more damage I agree, but remember shen will be squishier with AP items as opposed to pure tanky items. 2.5 seconds of a uber AP shield, wow..so good O.o? His ultimate shield is lifesaving even without the AP, remember that the main use of the ultimate is to get to the player to help him, not just o shield.
Honestly if you build AP tank your damage wont be scary, you will be squishier and... the build up isnt that good.

Thus the reason you stay away from AP items that don't give durability. The items not only give durability and AP, they also give beneficial supporting "abilities". The slow from Rylai makes catching up easier and the MR reduction on Abyssal makes your casters deal more damage.

As I mentioned, Rylai's is the only item I would even consider on Shen, abyssal..nahhh let a caster or support carry it.

It's about whether you want to be offense support or defense support. That's the main difference between a tank who defends and a tank who initiates. A straight tank Shen is great at defending, but will give very little offense support in a team fight. An AP/tank Shen (With Rylai's, Abyssal, maybe Zhonya's) will still be able to soak up damage while also being able to change the outcome of a fight. Most tanks can be played either way.
An example:
This is a defensive build, this Shen is not going to initiate very well or be able to deal any significant damage by doing so.
This Shen will be a good initiator, because not only will he deal the sunfire damage (increased by the MR reduction) but his allies will deal more magic damage also because he has an Abyssal Scepter. He will also be able to slow fleeing targets with his vorpal blades because he has a Rylai's.

Both builds are lacking Randuin. It's pretty core on Shen.
