If a new player reads "YOU WILL BE ABLE TO 1V5 WHIT THIS BUILD!" then they are more hyped, and might actually try the build.
Kinda the same way news papers work. You never wonder why the most interesting/controversial story always are on the front? They are there to catch peoples attention so that they might read your paper.

I think that is fine. You are able to detect bias. Everything you ever read will have bias but you can always learn something if you look close enough.

^That's a very good point.
Part of the reason is that a lot of guide-writers (especially of the newer guides that haven't been tested by voters) do not play League at the highest level. When you're a low elo, you can get away with a lot more mistakes and there is a much wider gap between skill levels since you could be facing a complete and utter noob. It's possible that they're so cocky because their experience in-game is easier than it would be at high elo.
There's also some truth that it makes the guide more attractive. Everyone wants a build that's successful.
