Because MrP is a limited stat, which is useful all game. I personally don't bother with them since I end up building void on the really heavy nukers. It's kinda like MS, not a lot of items offer it so it's nice to pick it up where possible.
Despite that, I would pick Potency, Fortitude or Swiftness before I would take Insight. They're not terribly strong for quints.

Well... That's just irrelevant since other runes do the same thing better in 90% of the cases.
Also, AP quints are soo standard right now.
Why? Because they're probably the strongest quints in the game currently.
