I find a guide being good is decided by who has actually reviewed it, and how detailed the comments are. Everyone knows that comments like "lololol, epic guide man" aren't exactly as thought through as a comment that points out all the good sides of the guide, but also notices some flaws. The amount of these kinds of comments, and whether or not you can see that the guide has adapted to this critisism.
That is a sign of a good guide, and a dedicated guide writer.

Yeah I agree, there should really be more review threads, even if you're 800 ELO, writer could miss something, provide wrong information etc. Constructive criticism is always a good thing if the criticizer has solid explanation for his feedback.

Since many things manipulates those percentages... even so, try to learn the game basics to judge good/bad yourself in most cases, guides should only be used as a guideline.
There're many cases where a guide is unjustified bot or top, thanks to upvotes by LoL beginners, troll votes, "friends" or just the fact that the one guide top is upvoted because he's top.
