Playing during peak hours is better for your ELO.
The matchmaking has more summoners to work with - If you play during non-peak hours, your teams get more jumbled with disparate ELOs, and the effects of the supposed "elo hell" will be more significant.

I just use ELO hell as a term to describe a rank below bronze, really.
On the other side of the coin, I think that if I was constantly paired up against some of the more experienced guys on the forums, I'd be calling THAT hell, too.
I guess it's all perspective. Lower ELO's aren't much different from normal games, from what I've seen. You'll run across people that suicide at dragon, lane alistar and sona together because "teemo can handle solo top", and other generally bad decisions.
I don't like my ranking any more than I like trying to carry a team that's fed 20 kills off of mistakes. I'm not ignoring that fact that I play poorly from time to time, but when you see singed charge past a turret into the entire team 5 times without waiting for a CV, there's a problem. But that's just LoL solo queue for you.
I'll personally start taking Jun's advice and try playing during peak hours. Seems like a good idea.

High elo solo queue is devolving into normal games as well, as the old school vets in big teams stop caring about their elo rating one by one.

Yeah very few big name high Elo players try hard in their games. They'll lose a couple and then try hard again for a little while.

Elo Hell does exist and wel all know about it, when you see someone picking shaco and wanting to lane, or lane GP going fullcrits, supports with clarity instead of clervoyance, people with revive+teleport, I've seen em all.
All I can say is the best way to get out of hell is play jungle imo. if you're a good jungler your ganks will give you an early advantage and team will most likely listen to you if you make em get kills.
I'm not saying you'll win all of your games but a good 80% of games for sure if you're a good player.
To make an example lately I've been having some ****ty duo queue luck, yet a soon as my friend leaves I hop on the ww train and get back all my Elo.

Its about ******ed player who got no Teamplay or brain at all.
e.g. an ashe which goes SUPPORT - srsly -.-
or this players who got about 3 deaths in the first 5 minutes and say they play passive.
I agree that more of this ******s are in the so called "ELO HELL" but in elo hell are also really good players who lose game after game because RIOTs matchmaking system just sucks.
