The new 'watch this 2 second video showing you what this ability does for this champion' with the description sitting right below it makes it way too easy to learn about other champions. For that reason, nobody has an excuse not to know at something about the champion, especially since you can do that during the champion selection.
As far as knowing how the enemies are going to play, just pay attention to the items they are building. Also, if you die to the champion, it shows you what their abilities do that took part in killing you. It even tells you what kind of damage they do most and tips to play against them.
I don't think anybody really has an excuse, unless you literally just started playing, or are mentally incapable.
Asking before a game how someone plans to play isn't a bad idea though. It helps to organise a good team composition.

Anytime I see an ally pick Twisted Fate......yep. Unless their my friends or Mowen/Trojan....it's ALWAYS bad.
15 minutes into the game I check to see how everyone is doing Twisted Fate 0/3. Also...why do they build AS speed first? Why? And why Ionic Spark? The item that pushes your lane, so their jungler can gank you.
