Ok let's do some scenario work here.
Assume you are Graves. Assume the enemy ADC is like, Caitlyn. You back and buy Pickaxe+Vamp Scepter and she buys BF sword. Assuming you are pretty even in lane, you may be lacking about 15 AD, but you have a leg up in sustain in that scenario.
Let's delve further and assume that You rushed Reaver and Cait rushed BT. Your item was cheaper so you may also have Greaves or parts to a zeal at this point. Take into account now that you've also got CDR off the item,as well as mana vamp. While you may be down 30 AD on Caitlyn, your abilities still deal more damage than hers do, and you now have the ability to spam the living **** out them.
I wouldn't say you're trying to trade with her, persay, but in terms of sustain and wave clearing ability, you definitely have the advantage in the scenario.
Again, I'm not an ADC main, and I'm speaking in hypotheticals. Luther or someone else should probably correct that entire block of text.

Does Essence Reaver restore 2-8% + more depending on missing mana, or 2% up to 8%?
Either way, seems underwhelming. It doesn't seem enough especially when you're probably going to use mana to push with AoE thus limiting the amount of basic attacks to be used.

The problem is mostly that it's pretty slot inefficient because the stats are all really low and by the time you can buy it you're probably already out of the phase of the game where you have to care about mana anyway.

2-8% depending on what's missing afaik.

Very true. What if they made it build out of BF sword instead of pickaxe to compete with BT and IE?
