I disagree with your statement. I always see some flamers/trolls/idiots. They are loud, but they are not the majority.

1. Riot staff have already admitted on several occasions that they are understaffed.
They are hiring new people everyday, willing to help with re-location, and willing to overlook resumes for real demonstrable skills and experience.
They don't have the resources to give you a second chance, the player base is growing everyday, and they have to take care of that.
More bluntly: Every player, that you've sworn at, is worth just as much as a customer as you are. And there's more of them then there are of you.
2. They're a successful company that's become more successful by day and they know it.
They don't have time to deal with players who can't follow simple rules. Taking the extra resources to give you a second chance leads to risk of losing 4 other customers for EVERY game you continue to use your second chance.
In business, that's called a loss. A big loss. You're not worth it.
In short:
You can't blame them for not having people to talk to 1-on-1.
Blizzard is unique, there are HUNDREDS of other companies you can't have 1-on-1 support with either.

Tbh people report others way too quickly. If someone curses I'm like 'Ok. Sure. He is the n00b so why should I care?'. I blame censorship! Let people get used to cursing again! You can't even curse on memebase, which practically is the hellhole of the internet...

Depends on what has been said right?
If they only called someone 'noob' a few times I think no one in the Tribunal is gonna feel like that person should be punished... People report each other way too quickly sometimes but generally if that's the case then the person that has been reported won't be punished anyway ;)
