Where do you think "high elo" stands?
I have a feeling everyone specifies high-elo as a couple of divisions above themselves, just because they know how everything works at their deemed-to-be high-elo and they still notice tons of stupid mistakes because they are just a lot better themselves.
I'd say plat 5 plus, purely because plats usually have a good working knowledge of the game and generally have decent mechanics to go with it. Golds can get by on just spamming Amumu or something and ulting everything to death while in plat you have to be skilled enough not to get outplayed. I've also seen a lot more team work in plat than gold.
Plat may not be the highest of high and they still make a lot of mistakes, but the advice of a plat player is usually good enough for anyone gold or below. I'm not saying plats are always right, but they generally don't get there by building dumb items or using bad strategies.
Diamond 2+ is probably the more competitive level because that's where the professionals practice and compete against other solo queue players (and lose to them). Below d2 or d3 is mostly just plat players who managed to climb high enough.
tldr: High elo = plat V+, competitive level (as far as solo queue goes) = diamond 2+

I think it's basically entirely based on your own perspective. I mean ultimately I'm pretty sure even diamond players are terrible compared to pro/challenger/d1 players.
Statistically speaking gold (or even silver 1) is enough to be high elo since it's around the top ~10%, but I'm in gold and I suck so yeah.
