@Luther3000, it's in descending order - most recent featured will appear first. At least that's what it's supposed to do, unless there's a bug. Either way, it doesn't work well because guides don't reach featured status very often, it's pretty rare, and so the list doesn't change much. I agree this isn't optimal.
It's definitely not working that way then, Duff's guide has been #1 forever and mine's been #2 ever since it was featured.

I support random. However, Me thinks it should only random guides that have, say, minimum 5 scout points. That, or completely random
