That would indeed be nice, but probably OP, sadly. I think it'd be better (for balance) with 6 as max rank.
Udyr doesn't have a weak lategame. It's not all that strong either though. It's pretty standard.

B. 40 / 80 / 120 / 160 / 200 for every 3rd attack proc.
So, the following scalings up to a rank 10 ability, following the pattern would be...
A. 65 / 75 / 85 / 95 / 105
B. 240 / 280 / 320 / 360 / 400...
400 additional damage every 3rd hit, with potential of 525 AoE damage upon activation.

He would also get 96AP and 48AD.
96AP = 24 more damage to your third attack (and maybe the waves too, but I dunno if that applies before they start or if it's updated with current AP)

Hmm, Riot should totally make a champion who can rank up his skills up to level 10+ or something.
Each skill would have to be made somewhat useful - No one-point-wonders - So specializing really gives up utility or damage in some area. :3
But then you'd have mirrors where one can nuke with Q for 600+ damage, while the other has a small-aoe stuns with E for 3 seconds, and in another game there's a more broad-skilled one that Qs for 300 damage and his E stuns for 1.5 seconds. X3
