Now, here's something that has always amused me: People got all sorts of definition of "trolls". Your definition of a troll is someone who votes without reading it properly, right?
And I was trying to say that: A unskilled player down-votes a guide he's read, but down-votes because he thinks his way is a better way of playing. He's not trolling then, is he? In reality he's just bad at this game. That doesn't make him a troll.
A troll is someone who does mischief to instill anger and grief in other people, and doing it so that person sees it clear as day, in hopes of getting that person pissed. A person who just down-votes and leaves it at that doesn't do this to piss that person off. It's THAT person's ACTUAL opinion of that guide.

You just gotta ignore 'em, they thrive off attention of any kind. If he's really trolling you reacting is just giving him what he wants.
It was implemented, yes. People could choose to have it on their guide at all times. This made every single guide's score rocket through the roof, making every guide look like the best. 80% used to be a milestone, THE awesome score. With C2V enabled at all times 80% was laughable. It also created a lot of unnecessary disputes, arguments and fights; We don't want that.
It was changed to disabled at 20 votes on all guides, only because we couldn't remove it fully now that it was already here. If we could, it would've been gone.

Matt could have easily removed the feature permanently, we just chose to have it for the first few votes to hopefully get new authors some constructive criticism.

Canoas, that isn't necessarily true. Let's say an inexperienced user down-votes a guide because he thinks his way of playing is right, when in reality said guide actually shows a better way of playing. Is he trolling then? No, he's giving his opinion on the matter. What could the guide writer do? Explain his choice of items, gameplay etc. What would this do? Hopefully enlighten those players to up-vote instead of down-vote.
Of course he's a troll. We're discussing guides, not builds. If that guy looks at the build and down-votes, then he's a troll. If he had read the guide he would have read the reasons why those items are better and such. Did he? In your scenario he didn't, so he's a troll. He down-voted a guide he didn't read.
If he did read the guide and he still did not agree with it then why not say something? Because he's a troll. It doesn't matter what his intentions are, it's still trolling.
