Generally I'd like to put 
Blitzcrank higher like I mentioned in the first tier list but most of the times Blitzcrank is not really optimal pick and certainly not the safest either. Too many things need to be right for a Blitzcrank to be really good but in the hands of a Blitzcrank god *cough* like me *cough* he can be really good and carry games alone.
Your average Blitzcrank player often falls to the bottom tiers while a good one could as well be at the "positive" side of tier 2.

Annie has long ranged AA which is a great tool for poking but the reason she is so good atm is because she has immense amount of damage and burst with AoE stun. The top tier adc's like Graves + Corki can just go all in @lvl 6 and kill anyone who gets stunned by Annie tibbers. Annie has hard time vs some of the longer ranged mid laners but she doesn't have that problem in the bot lane.

I dont know if this is the correct threat to ask my question, but as its about ADC role and i think you can help me.
In my current team our ADC has start to complain about our jungle bcos (our jungler) started to play killers champions and when gank bot he mades the killing blow (take the kill) about 70% of the time. I play as support.
My Question its about (as our adc says) the adc must get the kills and we need to lets he make the last hit? its really important? and the same in the team fights and huntings, its not that all the other members tried to steal the kills but somehow our adc not make the last hit!
Its someting i want to know for we can ask our jungler to play another kind of champions more tank o brusier.

I think it's fine for jungler to take first kill if he can turn it into a big advantage. Like if your jungler gets strong and is able to gank + help others lanes more efficiently, he can take the first kill. Everything after the 1 kill should be given to laners if the kill is free. It depends a lot on your champions but you can tell the jungler something like: "It's good for you to take the first kill but try to give the ADC the following kills" -> As long as the kill is 100% confirmed.
