I tried it. Really liked it, didn't play too much past level20 though because of the fact I can't read mandarin so the servers got boring with no one to talk to. :P

There's an fan-made English patcher, so yes.
But the text translations aren't perfect, mostly google-botted.
Someone is likely to come up with an original-voicing patch for the NA server client.
