Hey, first off, welcome to League!

There are a few jungle guides on here that are really good.

PsiGuard's Warwick Guide has a few good general jungler tips:
The Top Bear's guide to Nidalee, Knowing Where to Gank

I'll start by answering the points you had:

    When to base:

In general, you want to use up all your effectiveness on the map and then go back for items. That is, unless you have 2k or more gold, then you just want to back and get items and reset.

You can also back if you think something's going to happen in one of the lanes; i.e. you think/know one of your laners will be ganked, and you know you can turn around the gank if you backed and came immediately.

In short, there a bunch of reasons you want to go back, including healing back up, getting items, resetting to counter-gank, etc.

You do NOT want to back, though, if there is a high-priority objective up and you can't waste time walking back: rift herald, Baron Nashor, mountain dragon, infernal dragon, and Elder Dragon are generally the high-priority objectives you want to secure. However, if your team wants to contest another objective (ocean dragon/cloud dragon), you want to be there as well just in case.

    When to Gank:
Check out those links up above; if you still have any questions about when to gank feel free to ask.

    How to build more efficiently:
Actually unsure what you mean by this. Can you explain some more or give examples of what you're currently building?

    Jungle Strats / Rotations:
Unsure what you mean by this; I'll assume you mean jungle pathing?

If so, it depends mainly on the matchup and which champion you're playing.

In general, the path should be something like Buff #1 --> Camp #1 --> Scuttle Crab --> Buff #2

    Or Buff #1 --> Camp #1 --> Buff #2 --> Scuttle Crab

On specific champions, that could change a little bit.

Otherwise, check out those links up above and some other jungle champion guides; if you still have any questions about this, feel free to ask here.

    Good Matchups:

Starting out, I'd say depending on what type of player you're up against, matchups don't really matter that much.

I don't really recommend playing tank junglers, since they're really hard to play / coordinate well with your team, especially if you're playing solo and in low levels.

As you get better, you'll start to see which matchups are good and which are bad; for example:

Kindred vs Trundle -- Kindred should win this matchup
Lee Sin vs Kindred -- this is more of a 50/50, depending on your team and how you decide to play this matchup.
Master Yi vs Gragas -- Master Yi should win this matchup

There are some champions that I think you should stay away from for now: Lee Sin, Sejuani, Kindred and Graves are some of them.

I won't say to never play these champions, but I think you should hold off on playing them until you learn the role better. In my opinion, great champions to help you learn the role and the game include Warwick, Fiddlesticks, Evelynn, Master Yi, Xin Zhao, and Amumu.

I don't know what level you are, but as a jungler you need Smite which is an essential to jungling. If you don't have Smite, you won't have access to the jungler items ( Skirmisher's Sabre / Stalker's Blade), which put you very far behind in terms of power and experience.
