I'm a dedicated Sejuani player, Iv'e been playing her for almost two years. You all know of her recent remake, a lot of things changed, except for her skill order.
whether you know Sejuani or you don't, at one point or another you must have heard of the "Max W or max E" controversy.

So this blog entry is about that big *** question, what do you people think?

You autoattack a lot more in the jungle than cast abilities. That's why AS marks are meta for most junglers. In addition to that, W provides instant damage on a buffedd AA. It makes a load of difference and has more of an effect in the jungle. Why does it matter if jungle creeps are slowed?
Potent means powerful/strong. Your ganks have potential with slows, but no substance. You have to fully rely on your teammates for damage. You will have a slow with or without E maxed first. You won't have the damage to back it up if E is maxed first.
HP matters a lot. With the build I follow, I would have , more than likely. That's already, what, 1200 bonus health, discounting masteries and potential seals of scaling health?
EDIT: You'll have 0 AP to fuel E. You are making arguments about the scaling for W but you'll literally have nothing for E, maybe if you build Abyssal Mask or Rylai's Crystal Scepter. But otherwise you're focusing on tanky health items. And this goes all game. You certainly won't have AP early game. :(
I used to max E first, now I max it last after her rework. The cooldown doesn't decrease and your jungle clear will be pitiful. The damage increase is okay, but you'll be seeing more damage with W since you always build health items as a tank and barely any AP, which is what E only scales off of. The slow increase per rank is only 5%; negligible. It is a pure utility skill. You will always have your damage and slow no matter what rank it is. The cooldown is also static so you shouldn't put so much focus on it.
W, however, provides the most damage and has a decreased cooldown per rank. It yields the fastest clear and the most potent ganks. You will always be building health items. Sejuani can easily build a health item in each slot. I normally aim to unless I need the benefits of other items. Because of its rework, it has become her strongest skill.
Sejuani saw a rework because she was too team-reliant and brought almost no damage to the table. She was my main for a long time before she saw a rework, and at that point in time, I think E should have been maxed first since CC was all that Sej had. Now, she has DAMAGE and lessened CC. Her focus and role has been shifted with her rework.
Q is the skill I max second, since its scaling off of enemy health provides it with a great amount of damage. It used to be pure utility, but now it packs a ridiculous punch. Moreso than E, I'd argue. It does a lot of damage to tanky jungle creeps at early levels, and clear-times are really important as a jungler. Its cooldown also decreases. Very important.
I dislike the part where you talk about old sejuani but yes you do have good points. You can basically go E>W>Q or W>E>Q or W>Q>E and it still works.
TBH maxing W or E doesn't make a difference at all when killing jungle. Like honestly, your QWE already kills all the small jungle creeps and sometimes you'll end the jungle camp even before your W's duration has ended. It's really not NECESSARY.
Yes maxing W will give you more damage in a long term fight but E gives you a more reliable and more powerful slow for ganks which is afterall what you're looking for in a gank (so the part where you say maxing W makes her ganks more potent is rather wrong imo). The slow increases by 5% only yes but the duration also extends so that makes a big difference in the end.. 50% slow for 1.5 seconds and 70% slow for 2.5 seconds is really different.
and stop talking about HP it doesn't even matter really... from level 9 to 13 (levels when your W or E are maxed), you won't have ridiculous amounts of HP yet. You'll have spent your money on boots, Aegis, Locket, wards or even maybe a sunfire.

I always maxed E first on Sejuani and I still do. The extra slow + extra slow duration is enormous. The extra INSTANT damage also greatly helps in ganks and you don't really need that +10 damage per rank from W to clear the jungle, one extra autoattack will do the job.

I agree that W is the damage ability, but its more usefull mid game. Because you have at least one health item to boost its damage, and because it's an Aoe Dps which is great for teamfights.
I think we can agree on maxing Q last. It's a utility mostly, since the cc doesn't increase and the %hp damage is based on their hp, its more usefull late game when they actually have Hp!
But just to be clear. I'm not a pro. This is my observation and this thread is for me to improve. if there are any Diamond Jungle mains here who disagree I would probably listen to them.
