"The effect duration is over 4 seconds. If it's per second then the damage for melee is 1.6%, damage for ranged is 1% and the cap is at 40 vs monsters like you've said. However the 400 cap and 6.4%/4% damage numbers are over the whole 4 second duration, so it is correct."
