Exactly. Whenever I play support my ADC tend to die because the enemy is low and since I don't want to steal any kills from him I avoid using offensive abilities but instead the enemy kills my ADC and runs away. I'm always wondering whether I should take the kill or not.
Usually the cs/xp denial and the ability to get off a good base or a good roaming opportunity is worth much more than the kill itself anyway. Of course it's better to get the kill on the ADC, but getting a few on the support shouldn't be game changing - provided you're not deliberately trying to steal ALL the kills.

Janna is a pretty defensive & reactive support, your goal is to keep everyone off your carries. This mean save your spells to prevent all-ins and damage. In lane you pretty much save Q to disengage and use E to negate poke.
Leona on the other hand is focused purely on all-in to set up kills or at least trade far better than the opposing duo. Level 2 your E > Q combo lets you dive a target and stun them for roughly 2 seconds so your carry/team can follow up. If she can't all-in though she's not as useful to her team.

You're describing how to be a bad janna player right now. A good Janna users her spells to follow up on an ADC's move, not just to disengage.
