Very much so!
Also, idk what planet riot lives in, any lux player not going for 40-45% cdr is a dumbass, so saying she has high cooldowns... ok
Small little rant: ^ Vapora is very correct. Lux mains all around (especially on reddit) are super pissed because Lux's ultimate isn't her problem. Her problem (for higher elos moreso) is her laning phase. She can't farm well because if she uses her E on minions, it WONT kill them, so she has to go in to auto them because her E is another ~7 seconds before she can use it again, and even if she could use it again, twice per minion wave? Her E is 130 mana at max rank and she has around 1100 mana at level 18, so you can imagine. Anyways, the moment she goes in to auto them, she is almost defenseless. The smart enemy laner can use their spells on her when she gets close. She only has her 50 damage Q and her 50 strength shield to defend herself... meaning she will lose the trade. This can then deny Lux tons of farm. She will then just be pushed to her turret and can miss some farm because she will most likely have to use both of her spells just to get the farm under tower.
As well as, her ultimate is almost easily dodgeable if they arent in her light binding- and things like Zhonya's Hourglass, Edge of Night, Hexdrinker, QSS ESPECIALLY, Mikeals, etc all counter her burst completely.
Anyways, rant done. I am still really happy about the buffs because Lux is getting buffed and she will almost be able to ult twice in a teamfight, assuming she gets a kill. Let's see how this goes :)

Hello and welcome to the MOBAFire Patch Summary - 7.7!
Welcome to the patch of buffs! This patch includes a lot of champion changes, including small updates to Amumu, Bard and Nunu & Willump (namely their passive abilities). Check out the overview below for changes to any champions that interest you.
All Random Summoner's Rift (ARSR) is coming to the Rotating Game Modes queue and will be live from April 7-11 and April 14-18. Your champion will be selected from your own champion pool plus the free-to-play rotation. All other gameplay mechanics are the same: you'll still get ambient gold and experience, reroll, etc.
Check out the full patch notes for details on any changes that interest you.

Another champion benefiting from some new mechanics is Bard. Traveler's Call has been changed significantly, allowing Bard to hold up to 9 meeps at once. Meeps now gain 15 damage for every five chimes that Bard collects in addition to the other chime bonuses. Previous chime tiers that granted damage have been replaced by utility effects. After collecting 105 chimes, Bard will not receive additional effects from more chimes aside from damage.
The third passive to be reworked this patch is Nunu & Willump's Visionary. In addition to the free spell cast, Visionary now casts the next spell at one rank higher than Nunu's current spell rank. This means that empowered spells can reach the equivalent of rank 6 for basic spells and rank 4 for his ultimate. Nunu players will now have to make decisions about how to use Visionary other than simply saving it for the most expensive spell.
For our last two changes, let's look at Lux and Graves. Lux's Final Spark received a new effect that refunds a portion of the cooldown (50% at rank 3!) when it kills an enemy champion. On the flip side, Graves' change to Quickdraw was a notable nerf. He now only receives armor from the True Grit passive, rather than both armor and magic resistance. This constitutes a loss of up to 120 magic resistance at max stacks. This change should make Graves especially vulnerable to mages compared to physical damage champions and monsters.
