His abilities scale best off of mana. Therefore you load up on mana items like Banshee's Veil and Frozen Heart, allowing Ryze to do shitloads of damage while not dying. The thing about Ryze is that you can build a lot of defensive items but still do a TON of damage to enemies, making him very powerful and not the best example for this. You have a problem with sacrificing damage for survivability, right? Let's check that out, with Ashe, for example. The current "top ranked Ashe guide" gets a Banshee's Veil for survivability. While you CAN get another Bloodthirster over that to improve your damage, it's not worth it. Why? You can't deal any damage if you're dead. The more magic resist and armor you have, the longer you survive in fights, and the more damage you deal. Sure, if they don't focus you, then it's obviously better to get more damage. But any good team, as you yourself said, will focus you instantly, and a Banshee's Veil/Guardian Angel means the difference between dying in 5 seconds from burst damage or surviving the burst damage, flashing out, coming back in, and acing their team. Don't believe me? Okay, let's say what you said is right. It determines how good you are. Most games are solo queue games, and is it any wonder that everyone cares about the top 5 solo queue players, not ranked 5s? Nobody goes to a guide-making website with the express intent of looking for premade 5s builds - it's always about "What's the best build for MY champion? What's the best way for ME to win?" So yeah, while some games you may have a Shen that's so awesome that he just doesn't let you take any damage, in 99% of games, you will NOT. That's why defense is important.
