Wow this is kinda exciting, it's like a live feed of all the possible reworks for champs. It kinda gives you some perspective on the design process that the riot team goes through. As a programming manager myself, I can really respect the difficulties they might be coming across.

I found that Riot has Vlad right where they want him. The fact that he is only strong in the hands of an expert, but there are much better mage/AP choices out there.
I understand that his name is Vlad aka, troll pool, but is this really fair to him?

If they didn't want people to play Vlad, they would just remove Hemoplague's team damage component.
In certain comps, Vlad is extremely powerful, in most comps, there are better picks.

Vladimir is just really annoying to balance.

If they implement a cap for Veigar's Q...I hope it's not a mediocre 75 bonus AP because that's too low...A happy medium might be 200-300. Rather high, but obtainable IMO and makes him the antimage-carry he still needs to be. Also means you have to work for it but the benefits are visible when you do work for it.
His horrible mana costs and early game CD on Q DEFINITELY needs a re-adjustment.
I'm thinking for his passive they might ditch the % mana missing and shift that over to his Q in terms of getting mana back. Every last hit made with Q refunds a flat amount of the mana used. Something like Irelia's attack combined with Annie.
As for the passive rework in general I'm thinking it will be more in line with a mini tear of the goddess. Veigar gains 3-6-9 mana for every spell used stacking up to ~500 extra mana? Something obtainable that emphasizes the concept of proper farming. Something I see a lot of current Veigars neglect...Dark Matter *cough cough* idiots *cough cough*
