For the manipulator of valor, the hp+mana given should be scaling (even if being weaker earlier).
Scaling on the support lvl or on the mate lvl.
Either brut number (30 60 90 bla bla bla) or % or the mate HP/mana.
Problem with brut numer is that they are useless with Ryze or Shen as mate (yeah give me 200 of that trololol I have 4k of it)
Problem with % is the extreme values, such as Ryze for the mana or warmogg + hp item for HP, the same 10% could be way too low on a AD carry and way too much on a tanky monster.
Or both :D. x, x+y, x+2y, x+3y and 1%, 2%, 3%. % stat could evolve every 2 or 3 lvl, or gain 0.5 ...
You have the choice, have a good formula for that kind of item is hard.
And Btw, do we need late game upgrade for every item that was considered as "early-mid game" item ?
By adding a good upgrade on such item, you destroy the choice between buying a good item that will fall later, or having a good late game item.
That's the logic of Doran item.

Bilgewater Cutlass need another upgrade? Not really, but, unless you're fed or a hybrid character, you don't buy
Hextech Gunblade. As with my other item upgrade ideas (you can find it down this section of the forums a little bit), I wanted to create more items that are pretty expensive, but can make you make the decision between them and say,
Bloodthirster,
Infinity Edge,
Black Cleaver, etc. There really isn't much difference between the different ADs and their builds.
Does
Chalice of Harmony need an upgrade? I think so. It's rarely ever used, for the simple fact it gives no AP, and
Doran's Rings can alleviate mana regen problems. I just feel like very few characters can use it really well,
Galio,
Anivia, and
Swain come to mind. Even then,
Anivia and
Swain pretty much don't use it either.
Mana Manipulator,
Mana Manipulator. This one was a hard choice, but I chose this one for a reason. Most people will agree that
Soul Shroud is a pretty sub optimal support item. All it gives is a ton of health and CDR, some slight mana regen. In fact, it's not really worth the gold, considering that
Shurelya's Battlesong and
Heart of Gold are necessary. Supports don't get that much gold as it is, they can't really afford to waste money, which is why that losing an
Oracle's Elixir on a support is more crippling than anyone else. The mana regen aura is a good aura in my opinion. However, the lack of a good upgrade turns people away from it.
Now, for the Manipulator of Valor.
Originally, the price was around 1600, and was made up only of
Mana Manipulator and Emblem of Valor. I then figured that it was too powerful for it's cost, and added a Philosopher's Stone in there, added 5 regen to it's stats, and 50 restoration on it's active. I also upped it's cost by around 1000~ gold. I felt that it made it more balanced overall, and gave you the option to buy
Shurelya's Battlesong with your Philosopher's Stone, or a Manipulator of Valor. This would pose a very interesting question to supports, as to which one they would rather get. Of course, they can get both, but it would cost quite a chunk of money.
Now, here's my idea, and I would like to know your opinion on it.
Unique Active: Restores health and mana equal to the greater of these 2 values (averages stats to decide) 3/4/5/6% or 70/120/170/220.
Might need some rewording, but basicly, either 3/4/5/6% of health and mana restored, or 70/120/170/220. Increments at level 1, 6, 11, 16. Even though it's impossible to get at level 1, it's still what I decided as increments. Still open to suggestions.

Chalice of Harmony upgrades? Doran's items are extremely cost efficient, until around 2500+ items, I don't think there are any items that are super cost efficient. Not sure, but I think it's around there.
Chalice of Harmony, is not like that. It technically scales with mana regeneration. However, almost all other roles except for mid can't really use it, or need other more important items. Mid needs important items as well, but I think that with an upgrade to
Chalice of Harmony, it allows for people to play more mana heavy champions with more ease.
