As for IE the only real problem is thats its incredibly expensive and when not playing an ADC its only gotten if your doing very well. Seeing that its the last item in your build the chance of actually getting it completed is kind of low. As long as you have alternatives you should be fine.

Nope.
1. % reduction
2. flat reduction
3. flat penetration
4. % penetration
So % reduction and flat reduction actually mix very well since Crushing Blow is applied before Black Cleaver
Not saying that's what you should build, but mathematically they compliment each other quite nicely.
@OP: Personally I'd probably go for mallet + GA for survivability, then get some damage if you want it. Either that or you need a Maw or something to compensate for your weakness to AP burst. The advantage to mallet + GA is it leaves you with more utility and only takes up two item slots, while warmogs+atma's+maw takes three.
Wit's would probably work as well. I'd probably work either Wit's or Maw in there though if you're not building GA.

Im trying to find a good Wukong build too. Something that makes him really tanky but gives him alot of damage. I tried combining Wit's End and Last Whisper since the armor pen is worth it. But to return to thee question, I would choose bloodthirster because if you build tanky like me, each hit gives you more health as you dish out lots of damage.
IE is meh on wukong. Bloodthirster is core if you need to do damage due to your high ult scaling. Black cleaver is ok if you have an AD jungler and a strong late game AD carry.
I miss the good old days when Wukong was invincible with Warmog's Armor, Atma's Impaler and Force of Nature. I miss every bruiser being invincible with those items XD

On top of that, you need to hit the target 3 times...
But the main argument im aware of with regards to Black Cleaver is the fact that it just isn't overly cost effective.
Think it was Black Cleaver is the same as B. F. Sword and Zeal, yet gives less stats.
