Do you want Ezreal to be nerfed?
Ezreal has a blink that can dodge skill shots, go over walls, have its cooldown reduced by his Q which only has to hit a champion or minion. He can speed up the attack speed of allies and lower the attack speed of enemies. He has one of the few global ults still left in league. hiS Q procs on-hit effects making him one of the best kiters in the game. His blink does damage. He can chase extremely well. He can dive and still get out safely. He can harass you through minions with his E. He can effectively lane mid as a counter. He has outright insane damage that when paired with a stun from someone like
Leona is an almost instant kill. He's one of the safest ADCs due to the fact that he can Kite with a skill that procs on hits and lowers his blinks Cooldown.
Lets look at that.
Mystic shot is effectively a 2 or 3 second cooldown.
Arcane shift is 19
use arcane shift, mystic shot
arcane shift is now at 16 seconds when the next shot is up, use it again and its now at 13 seconds instead of where in this time it would be around 16 seconds.
This makes his blink extremely easy to use, in my opinion stronger than rocket jump which requires a kill to use, now when you think about it, Tristana running from a group of four enemies isn't going to get that kill to make it count, so someone with an effective gap closer will get to her easier than they will ezreal. Tristana won't have a Tforce to proc a slow on, so even if they do catch Ezreal he STILL will be able to get away better.
...Yeah, Ezreal looks pretty damn broken to me.

I was accounting for the cooldown of mystic shot before you could use it again, which is about 2 seconds.

Ez is also very mana hungry until he gets

Despite all this crying that Ez is broken, he still only wins around 55% of his games, even in Platinum level. Broken? Hardly.
Yeah he's not broken by any means, just a bit better than everyone else.
Imo if you really have to nerf him:
-Increase
Arcane Shift cooldown and/or mana costs a bit.
-Reduce the AS change on
Essence Flux at least at low ranks.
-Revert the buff to
Mystic Shot or maybe even remove the CDR on hit.
There's no need to nerf him too hard, if they do it'll just be
Corki vs
Graves in every single bot lane again. His damage is already low-ish.

Luther i think shuru was factoring in the mystic shot cd in tandem with the arcane shift cd. Meaning you use shift, 18 seconds, use mystic shot coupled with medium to long travel time and now shift is at 16 wait for mystic shot cd etc....or something.

Buff some small things on most other adc's.
Some adc's need a bit of a rework...when i say "some" i really just mean Ashe needs to be updated her mechanics are falling behind player's capabilities. Ashe used to be a super strong pick and had a great ulti to initiate fights. But now she cant keep up against graves, corki, ez...hell she cant keep up with anyone which is sad because she's probably my favorite ad simply based on her asctetics.

Tl;Dr: Riot should remove the cd thing about Ez's Q. Or make it so it only reduces CD if it hits a CHAMPION, not everything. Nerfing his E into oblivion would kill AP Ezreal, wich is kinda of lame since AP Ezreal is so fun and is still pretty good (at my pro ELO of course)

Nerfing to CD to far in the 20's would hurt AP ez quite hard. It's like giving


Nerf the mana cost/CD/range or remove/nerf the CD reduce.
