First of all, the "I know what I'm doing bro" attitude is towards your "You don't seem to have a clue of what you're talking about" act. Second, the Q buff is the one that unleashed him so a nerf to his Q should set him back again or is that illogical?
AP Ez has pretty decent poke early and quite some kill potential with his E. When his E gets a really high CD he can't use it at all to engage anymore as he will be extremely vulnerable once used. It'd be like giving

Also, I don't see what people had against the whole W max on Ezreal and why we can't bring that back. It's a tradeoff between overall having higher CDs and more duelling potential.
If they seriously want to kill AP Ez as they did to AP Kog; they should increase the E mana cost and CD; nerf his ult in base damage and make it deal physical damage.

My proposed changes:
Mystic Shot:
- Range reduced to 900 from 1100
- CD reduction on-hit reduced to 0.5 second from 1 second.
- Mana cost increased to 30 / 35 / 40 / 45 / 50 mana from 28 / 31 / 34 / 37 / 40 mana
Arcane Shift:
- Cool down increased to 20 / 19 / 18 / 17 / 16 seconds from 19 / 17 / 15 / 13 / 11 seconds
- Mana cost increased to 180 mana
- Now refunds 90 mana when it damages a champion.

Another thing I wonder, is why people always emphasis on his Q reducing its Cd.
Hell graves reduces quickdraw's cd by autoattacking.
That only covers like half the distance
