Veigar:
Pros: Huge AP ratios, the potential for literally uncapped AP, free
Chalice of Harmony, large stun radius, perfect anti-mage ultimate (he can literally one-shot squishies like
Karthus)
Cons: Squishy, lower base damage, poorer early game due to large cooldowns at level 1, needs to farm a lot and will run out of mana often in the lane phase if you don't have runes/masteries, hard to land
Dark Matter against good opponents
Annie:
Pros: Nice base damage, can burst down every squishy at level 6 even without items, can farm forever due to mana regain, has a potential stun on every ability, very long auto-attack range, lower cooldowns, especially at level 1
Cons: Squishy, far shorter range than Veigar (cannot harass and tower dive as effectively), harder to play, stun is unreliable and very short
Pros: Huge AP ratios, the potential for literally uncapped AP, free

Annie is a better farmer in the early-game and is probably slightly better in huge team fights with a fantastic AoE stun if she pulls off an Energized Tibbers. Veigar is stronger in 1v1s and 2-3 man skirmishes. In addition, Veigar has a more reliable escape mechanism with Event Horizon whereas Annie cannot always rely on her stun to escape.
On Twisted, I would say Veigar.

I used to play annie a lot and then got tired of her. I'm in love with Veigar now.
Fed mage? No worries, you can use their ap against them!

That viegar was like listen Twitch I'm gonna let ya finish, but ult. Kaythxbye. But yeah viegar is awesome anyways Viegar counters anyone who stacks ap if he can get his ult off.
No advice on Annie though.

In my eyes there is only justice

Wow, thanks for all the posts. I decided to buy Veigar and I played two games with him. I absolutely love him now. Having the stun and then casting his ult and the other spells crushes. And as mentioned, I have used it a few times to escape hanging on for dear life. Veigar is definitely my favorite now.
The better is the one you like to play more. Simple as that... there is nothing like "best caster" or best tank or whatever. Just play both, pick one you liked more and play with him...

Who do you think is better and why? What are the pros/cons to playing as each?

Pros:
1. AP carry-like
2. Ton of AP + Nukes
3. Frequent AoE Stun
This yordle is one of my personal favorites, if you get to do a full combo (+/- after some harass) you'll pretty much insta-kill anyone caught in your wrath. Whats most enjoyable is the carry-like 1k AP that may or may not win you the game, even if you die you still dealt a ton of damage. The skill in Veigar is being able to hadoken without problems, hitting with Event Horizon and Dark Matter, and staying alive.
Cons:
1. Squishy
2. Farm more AP
3. Easily shut down
The earlygame hell mostly persists of you trying to stay alive, and farming AP. When you get to level 6 you can start doing stuff, try harassing and you might get a kill if you know what you're doing. The rest of the game is just trying to farm AP and ganking, where during late-game you can be shut down if the damage from enemy (Nukers, ***issins, icky tanks, and uber-fed carries) is too much.

Pros:
1. 1-Shots earlygame.
2. Base-damage on nukes.
3. The bomb wins teamfights.
Annie is the do or die kind of champion, if you don't act asap you're not going to win unless your team steps up. You can harass and farm in lane, and when you reach level 6 you've automatically gotten a kill with Tibbers. With a high base-damage you benefit more from Magic Penetration due to her poor AP ratio. Tibbers also helps pushing turrets.
Cons:
1. Squishy
2. Not-A-Carry
3. Easily shut down
Like any caster during late-game, you're usually locked down by high burst damage. If you get CC'd before the teamfight starts you'll be squashed and rendered useless. This is the tricky part with Annie, she's not a carry. Even among the most fed casters, she just can't win the game by her self.. By then, it's too late. Otherwise a really great champion.
PS: I somehow reposted my guides, huh.. I feel used >.<

If it makes a difference, right now I almost exclusively play 3v3 with two friends who play as Fiddlesticks and Rammus.
In that case, pick a ******** AD champion.

I am relatively new to the game, I have been playing it for about a week now. One of my first champions I played as (and loved) was Veigar. I felt like I was decent with him. However, I saw Annie was also a mage and figured I would buy her (not knowing about the champion rotation at the time). I have basically played only Annie ever since, but now have enough to buy Veigar.
