Actually, if your MMR and his is similar, you're 100% guaranteed to be the last picks since your team has a communication advantage from a duo queue.

Duo queues are almost always the last two picks or first pick and last pick. You only get the split if the two are far enough apart. Most of the time if you duo with someone with similar MMR, you get lastpicks.

If everyone is worse, then you'd have an overwhelming advantage instead of an equal and fair competition. Communication is kind of like artificial skill.
Also, it's easier to play with a friend(s) than it is with randoms, so some kind of difficulty has to even it out. Getting matched with worse players would make it obscenely easy to win by duo queue.

Ah okay, I was thinking of it in a reverse kind of way, like:
Two players duo'ing = good communication = slight advantage.
+ three solo queuers with bad MMR on the same team.
vs
Enemy team with higher overall MMR, to balance out the other team's duo queue.
But now I understand it to be:
Duo + 3x high MMR allies VS Equal MMR enemy team.
