He is tanky enough to survive your dps and his cc is unavoidable, he will engage on you and cancel your ult very easily. Try to play aruond your ms and kite him.
Blitzcrank
Block his q. Be careful with his damage though, he might not be able to grab you but he will be able to knock you up and cancel your ult with his.
Caitlyn
She ouranges you, is hard to get close to, and has a lot of damage both early and post 3 items. Try to skirmish and gank her since she has no mobility. Farm with your q from the distance as much as you can.
Ezreal
He hits hard at three items but so do you, look to block his ult and/or w with your w. You might not kill him if he is smart but he shouldn't kill you either unless you eat all of his skillshots.
Janna
She can poke you, create a lot of space between you and her carry and cancel you ult both with hers and her q. You will have a hard time in lane unless your support gets on top of her.
Kog'Maw
He outranges you with his w and his e can be a pain in the ***, but you should be able to kill him pretty easily unless he is paired with a Lulu or Yuumi. In that case bring with you an engage support.
Leona
You can't block any of her abbilities and your low range will leave you exposed a lot of times. Get as much ms as possible through runes and the boots and play safe, late game should be on your side.
Lucian
A smart Lucian player can play around your w and kite you very effectively, plus you can't block his q and that's his main poke resource during laning phase, which will hurt you a lot due to your short range. Try your hardest to block his r or his combo with your w.
Lux
You can't block her r or w, but you can block her q and e. Once you avoid the stun she is very weak to your mobility and high early damage.
Lulu
I hate Lulu with my heart and soul, you will have a very hard time killing both her and her carry post six. She counters you with polimorph even if she doens't use it when you ult, she will delay your passive a lot. Look for engages from your support and play safe, respect her poke.
Ashe
She outranges you and scales decently into late game. However she is completely immobile and you can stop her r and w with your w. Look to play safe around the first levels and pair yourself with a support with long engage that cant get kitted easily.
Bard
A good Bard player will make life very difficult for you but you should be able to dodge his q'd easily and punish his trading.
Brand
Although he is considerably squishy, immobile and you can block his q, which means you can block his stun, his damage output is to much for you to deal with, you'll most surely end up trading blow for blow, which benefits him greatly considering how opressive he is late game with his aeo dmg.
Jhin
You won't be able to match his ms once he gets three items but before that you should have a realitvely easy time, you can block pretty much everything that you'd want to block from a Jhin.
Jinx
Very similar to Cait, she can create a lot of space between you two with her e which you can't dash through. She can also poke you fairly easy and outscales you in the late game.
Kalista
Kalista is a lane bully, this lane will be decided by which adc gets caught by the enemy. If she gets ahead play for late game, you outscale her. Consider taking exhaust.
Karma
Although you can block her q, even when empowered by her ult, she can poke you and kite you very easily. Try to play safe, buy early lifesteal and look for engages from your support.
Miss Fortune
Although you can block a good chunk of her ultimate, she can be very opressive in lane due to her superior range and q poke. Chose your fights wisely and you should be able to win the trades.
Morgana
Morgana withour her q looses most of her pressure. Just beware her ult+zhonyas engage and try to e through somebody to get away from the stun area.
Nami
Sha can poke you which I personally find very annoying, however, you can block her q and utlimate and she is very squishy.
Nautilus
You can block his q but not his r, a smart naut will always engage you with the later and you'll die consequently.
Pantheon
Don't get hit by his w and try to put yourself behind him when he e's so you can damage him. Use your w to block either his passive empowered q's if you can.
Pyke
You can block his q and dodge pretty easily his e with yours, but still, he has a lot of damage and his ult is unavoidable if you get hit by it.
Rakan
Can be hard to kill when paired with Xayah, but he should not be able to kill you either if you use your e wisely.
Senna
You can only block her w and she will poke you to death, but she is very squishy and will die if you find an engage on her.
Sett
He can zone you pretty hard if he has hex-flash but unless he hits his e you should be ok. If your support is Blitz you are in a pretty good spot.
Sivir
Block her q and don't let her kite you with her passive, might be hard to kill her if she has a defensive support, in which case look for extended trades where you can ult.
Sona
Try your hardest to block her ult and respect her poke. Pair up with an engage support and punish her if she plays agressive.
Soraka
Her silence cancels you ult and she can poke you pretty hard with her q. Just buy early greivous wounds and start with shield rather than blade and you should be able to win lane.
Swain
You can block his e but nothing else. He has a lot of damage and you range doesnt help to avoid it, just disengage once he ults and play around his sums.
Tahm Kench
Block his q, and bring a lot of cc to punish him when he uses his w on the carry. Be careful for gank post level six.
Taric
I believe you cannot block his e, however it should be easy to dodge even if you can't block it.
Thresh
Block q and avoid getting hit by his e, keep your distance.
Tristana
If you are good enough to not get hit by her w and block her e with your w then you are good. But have in mind that she scales better into late game than you do and she can cancel your ult with hers.
Twitch
This is a tricky one because you completely demolish Twitch in laning phase but once he gets his 3 items there's not much you can do unless you are giga fed. So try to stomp him as fast as you can.
Varus
You can block all of his damage input but if he's smart you will only get to block one og his abbilities, chose wisely, he has a lot of burst in his q, grievous wounds in his e which counter your healing and cc in his r. Aside from that he has no escape so should be pretty easy to kill.
Vayne
Vayne's laning phase sucks so you should take advantatge of that. Much like in Twitch's case, you want to end the game as fast as you can.
Vel'Koz
You can only block his q so always block that if there's nothing better to block on the adc's side. Just put your mobility to good use and don't let him poke without putting a fight.
Veigar
I firmly believe that Veigar is a counterpick into Samira. His e completely nullyfies your entire playstyle and combined with his brust there's not much you can do. Just get a qss or bring cleanse so you can get rid of his stun and block the damage.
Xayah
As of right now I don't know if you can block Xayah's e with your w. If that were the case then she'd be a lower threat, but since I don't know I think you should respect the high dmg that comes with her passive + e combo. She is pretty immobile though, and her ult is easy to play around.
Xerath
You can block his e and nothing else but he is immobile and very squishy, getting on top of him should win you the lane.
Yuumi
You can't block her ult and she will help her ad keep distance with you, so you'll have a very hard time killing your lane oponents and you'll have to respect her ult engage.
Zilean
Respect his poke and damage, but if you manage to block his stun then you are good to go.
Zyra
You can block her e and therefore most of her damage. She has no mobility whatsoever and is pretty squishy, shouldn't be a hard matchup if you have the right support on your side.
Leona
Not much to say, just follow her engages. If you are fast enough you can use your e through her while she e's somebody to close the gap.
Nautilus
Same as with Leona, follow him whenever he hits somebody with his q or r but never engage yourself with e as you may scare away your opponent.
Thresh
Thresh is a great champion for any agresive adc thanks to his lantern and both engage and peeling capabilities, however his kit might need some coordination with Samira's so you dont **** up, for instance, when Thresh hits his hook don't immediately aa the target, wait for the entire hook animation so that Thresh is in range to e said target and then you can chain cc with your empowered auto, otherwise he will miss his e and the target migth escape the engage.
Alistar
Great engage and partial peeling potential but very one dimensional, against certain lanes in which he cant find solid engages you will have a hard time.
Bard
Either you'll destroy the oponents if he hits most of his q's or you will play two different lanes, just try to comunicate a lot so you can coordinate the engages and his roams.
Braum
Braum is a great option for a rather defensive lane. He can protect you, has plenty of cc and most importantly he will always be by your side. Just understand that you dont have as much kill pressure as you would with other supports in the game.
Morgana
Although Morgana's entire kit is great with Samira (cc and spellshield mainly, W is of no use apart from pushing, which you dont need much help for), you usually want the support to go in with you so both of you are on top of the enemy so they can't focus you easily.
Yuumi
You might have a harder time in lane phase since you don't have much kill potential but Yuumi is probably the best late game support for Samira.
Karma
If she is agressive you can try to do interesting things, but I wouldn't recomend pairing this two champs.
Janna
I guess her shiled and ultimate are ok, plus ms is always good if you want to play agressively. I just wouldn't play with a Janna since her cc is very unreliable and she will be behind you, remember that ideally you want your support to be with you at all times when you engage.
Brand
With Samira you need engage and reliable cc therefore Brand is a big no no.
Lulu
In a similar fashion to Yuumi you might find it difficult to get kills during the laning phase but eventually you will become unkillable with Lulu by your side, unfortunately you can't use your passive empowered aa during her polimorph.
Nami
On paper Nami is great for Samira since she enables you both with cc and peeling tools, but the truth is that you will be pretty easy to kill once your w is on cd, so be careful. Still, there's a lot of potential in this combo.
Lux
Lux is a better version of Brand as a support for Samira. Her cc is more reliable, she has a shield and the option to go for a more defensive build that suits you better for the late game.
Pantheon
I put Pantheon a point below other high burst engage support only because of his imminent nerfs. However, as of patch 10.20 he is one of the best supports for Samira.
Pyke
Pyke works similarly to Leona, you'll have very high kill potential, however he is harder to play than the aforementioned so think twice before going in.
Rakan
A great option against heal or poke oriented supports, he will struggle a lot against engage supports. However his kit is really good since he has great engage, some defensive abbilities that will help you a lot and very reliable cc.
Senna
Your playstyles don't work well together, you should avoid to pair these two together. Senna's range will encourage the enemy botlane to focus you and as a low range adc that needs to start the fight you will suffer a lot from this.
Sett
Sett is another instance of a great engage support that works amazingly well with Samira.
Sona
Once again, your playstyles don't work well with each other. She will either get focused and you won't be able to do ****, or you will be the one pressured while she stares at you trying to do something.
Soraka
You build plenty of lifesteal through your runes and items, Soraka brings nothing to the table if paired with you.
Taric
I think Taric is incredibly underrated when paired with Samira. He has everything that you might want, cc, a shield, a bit of healing and most importantly a great utlimate for a champ that wants to dive into the enemy team.
Vel'Koz
Avoid Vel'Koz, his e ain't enough of a reason to play with him.
Xerath
Avoid Xerath, his e ain't enough of a reason to play with him.
Zilean
I like to see Zilean as a worse Taric. He has cc and a great ultimate for you, plus he has a speed up in his e that can also be used to engage on enemies. However, his cc is kind of hard to hit and once you go in you'll be completely by yourself.
Blitzcrank
If he hits his q's you are ok. If doesn't you are doomed to 1v2 the entire lane.

Swain
A lot of damage, great cc combo with his e, great in extended fights thanks to his r, overall a great support for Samira.
Zyra
High damage but not much utility. There are much better options than Zyra.
