Shieldbow gives the most AD on any item in the game. It has great survivability stats, and with all the cancer dashes in the game now, it helps Draven survive since his range is low.
I think it is simply the best option. Other builds may give more damage or dps, but shieldbow just offers the most of what Draven needs. It gives you a 2nd gathering storm with the mythic passive and unbelievable stats at low hp.
Why collector 2nd?
Collector gives the most AD for the price out of any crit legendary. It has an insanely good build path and the execute is good since you're running last stand to secure kills. It gives gold on kills, which is pretty luxury but with triumph you're getting 350g on kills without counting Draven's passive. ER is trash since the nerf and you dont really need the extra mana. Bt is really ****ing expensive and delays IE powerspike by a lot. Collector does more damage while costing 400g less.
Why do you take last stand?
1. It has good synergy with Conqueror. Bonus damage the longer the fight goes is exactly what last stand does too.
2. It has good synergy with Shieldbow. They both give their max damage potential at 30% hp, where you are given a shield to stay at low hp for extended time to make use of it. The shield does not count into your HP so even if you have 400HP and a 200HP shield, last stand will calculate that you have 400HP. The hp on shieldbow's mythic passive gives you more hp to work with so it will proc at a higher hp compared to other items.
3. It has a lot of outplay potential. Killing enemies when youre low hp is clutch as **** and can lead to a lot of insane plays.
4. You have collector for executing enemies anyways
5. You dont get much value out of coup. Damage that takes enemies under 40% hp isnt increased by coup. Only when you hit a champion under the threshold does it increase your damage. So if an enemy is 50% hp and you auto him to 25% hp you don't get any coup damage, and the next auto will kill him anyways so its useless.
6. Its way easier to get low hp this season because shieldbow only gives 10% lifesteal. Back when we had bloodthirster you could lifesteal a **** ton and never get that low.
7. Coup damage numbers are inflated cause its counts damage that overkills. If you crit someone that's 10% hp for 1000 dmg, it'll be increased to 1080 because of coup and it will register that you did 80 coup damage even though you really didn't get any extra damage from it.

Coups damage counter increases even though the damage is overkill and doesn't ACTUALLY give you any extra damage. This happens on last stand too, of course, but last stand can proc on an enemy of any hp so it's less likely to happen.
What about lethality?
It has been trash ever since they made it scale on levels, and with s10 changes to duo exp you will always be underleveled as ****. It still does more damage than crit because they made crit trash but the adc mythics are just better items overall. Plus you delay IE, the only 70 ad item in the game by an entire item when its really good on Draven.
