Keep his shield down with autos or E. Back off when he has tornado so that he is forced to use it on minions. Build ninja tabis early.
Easy laning phase. Just sit back relax and CS. Going for trades and engages vs him is a huge mistake, he wins those. Do NOT throw Q until his pool is on CD. Back off when he has red Q so that he is forced to use it on minions.
His poke is very obnoxious and Anivia has no tools to deal with it.
You need to harass him as much as possible Lv1 to try and force a recall. Lv2 and onwards you need to play extremely safe and freeze near your tower as much as possible.
Do not get snared. Aim your Q at where the return point is on her dash when she uses it.
Your healthbar is a resource in this matchup. Use your resource to bait him into mispositioning his soldiers so that he has a difficult time CSing.
You need to be able to play zoe yourself to understand how to play the matchup against her. If you dont understand her, the matchup is next to impossible. Otherwise it is realistically quite easy. She has too many options within her kit for me to give any general tips on laning against her. You just need to learn how she works yourself. Pay attention to what runes and summoner spells she takes, because these define her playstyle in lane quite massively. And Zoe has a lot of options as to what runes and summoners she can take.
