This being said, it has a lot of note-worthy strengths, and if you're a Singed main or just bored out of your mind, then the likelihood is you're going to give this a go at some point.
Singed jungle has really excellent clear at raptors, wolves, and Krugs. And the rest of the camps get chunked by Singed's E (As it does percentage health), you also save time on your first clear most of the time because you can walk to the next camp whilst the previous camp dies to your poison trail.
The Starting Clear Route

Start Red, you might be thinking blue for the Q mana regen, but all you want to be doing with Singed's Q when jungling is double tapping, press Q and press Q again instantly to push out 1 puff of Singed's Q, this Q will linger on the camp you're fighting at for a second or so longer, so keep cycling through double tapping to maximise the mana efficiency.
After Red, head over to Raptors, fling the big bird and auto attack kite the big bird whilst letting your Q kill off the little birds. An additional point to note is you can use your fling to cancel enemy camp's attacks, this is especially useful at Red, Blue, and Gromp.
After Raptors, head over to Wolves and then take Blue.
Scuttle
You should be in a good spot for taking Scuttle, I wouldn't advise fighting the enemy jungler if they contest unless either your mid lane or bot lane come to help you. Singed is pretty trash in 1 v 1's and is much better in little skirmishes where people can capitalise on your fling.
There is an excellent trick you can do with Scuttle where you goo-fling it, you can do this to all large monsters where you throw your W down, use your fling and if they land in your W then they get rooted. This is especially useful for Scuttle as when Scuttle is CC'd it loses its defensive stats, making it extremely squishy and really easy to quickly kill. Once you goo fling that little river cabbage it's easy money.
With predator this process is much easier, you can use predator to run into a lane (Make sure your Q is off otherwise it will proc on minions and you'll lose the speed buff) and you most likely will cause them to burn their flash (As you will outrun them in any other situation and so can fling them into your ally laner). Singed's W is one of the strongest ganking tools in the game, the real struggle for Singed comes from his need to gap-close effectively. Here we see why flash, predator, and chilling smite are taken. If you run into a lane and throw your W down on the enemy, then get in range to chilling smite them, it's very difficult for that enemy to escape being caught by you, the same can be said if you run into lane and flash fling them, or if you predator into lane to fling them. Your entire purpose is to run into lanes and fling people and the threat of being ran down by a Singed puts a LOT of pressure on a game.
If you're coming in from behind to flank the enemies, don't be a numpty and fling them away from your team. I've seen this happen loads with people playing Singed jungle where they get a great flanking gank but then, for whatever reason, they fling them towards the enemy towers, essentially giving the enemy a free exit from the gank. Don't do that.
