Gold Income Item

I personally prefer Spelltheif because i've found that i gain more gold. First it gains 4 gold per second once you upgrade it, and second it give you 10 gold each time you attack an enemy champion. This compared to 3 gold per minion death. A minion wave contains 6.5 (average) minions per wave which results in 19.5 gold per wave (assuming your adc can last hit) plus the passive 2 gold per wave for Ancient Coin. This means you only have to attack an enemy champion twice to make the same gold and get 4 gold gain from the item itself.
In the end, it comes down to how you play. Both have good final form actives.
Why Tanky Items?
I've found that though Janna does scale off of AP, in the support role you will not do that much damage anyway. Therefore the best way to make sure you are there to protect your teammates is to be unkillable. Or at least close to it. Also you will last longer and cause more of a disturbance if you must kamikaze to save your teammates. Remember, it is better for you to die than your carries. Also it will be harder for you to get busted if you are caught without your team while warding.
Main Items Discussion
OR
I like to rush one of these items. They provide crucial armor to help survive the bottom lane, and also provide some nice CDR and mana. I personally prefer Frozen heart on Janna because it has 20% CDR compared to the 10% of Iceborn Gauntlets, but the AOE slow of Iceborn and the extra AP can be nice in certain situations.

PoisonIvy does a much better job describing Janna's abilities, game play, and match ups than I can, so if you are looking for a more in depth guide on how to play Janna check it out.
