Yearh once again, i want to comment on the Clairvoyance, i see your points and see you've added summoner spells, +1 for that, then the Banshee's Veil + Force of Nature combo, the only real thing is to choose one of them, the reason for picking either of them is mostly based on how much cc the other team got, since you don't wanna risk betting cc'ed to death but also your passive shield from Banshee's Veil can easily be broken by Soraka's starfall, so if they got tons of heavy AP pick Force of Nature
But then i just saw you actually got more hp on your AD build than your tanky build, i really think you need a warmogg
So i changed my items a bit, so it is not so confusing anymore, it should now be clear what to buy ^^
The thing about Clairvoyance is, that it's again a personal preference. I should mention how amazing it works when chasing an enemy in the jungle and you don't know where he goes because this might again cost you a kill. I just love this spell and I see a lot of other Blitzcranks with it too. But you are right about the tower part most people just run, but if you are lucky you get a kill :) I did now change the Summoner Spell section :)
I think that the Banshee's Veil + Force of Nature is quiet essential if playing as a Fulltank. You really need the magic resist, and movement speed is great on Blitzcrank IMO, because you can catch up fleeing enemys so much easier with Rocket Grab if you are fast.

first Long Sword,
first Amplifying Tome cause it's really not worth going back for
the Long Sword to build Phage,
then both Dagger and Brawler's Gloves to build the Sheen,
and at last both the Sapphire Crystaland Ruby Crystal to build the Banshee's Veil
Just to make it more clear ^^
Then the last thing about Clairvoyance, it's actually also visible for the enemies so high ELO players either know a blitz range on his Rocket Grab or simple just start running back when they see a Clairvoyance
The Force of Natureshould be moved into situatioal items since it's not always a must and the Banshee's Veil can often replace Force of Nature, then warmog should really be added, atleast under situatioal items

I accidently published it already and I forgot to put something like "Under Construction" in the title.
The Builds i posted above are against balanced teams and the ones I personally like to use, in the following item section i will be explaining that most items aren't core. Rod of Ages is indeed a fantastic item for AP-Blitzcrank, but i personally like other items more (again i will recommend this item in the item-section).
I really love Sunfire Aegis on AD-Blitzcrank, mainly because im a big fan of having much health, but it's passive is amazing when chasing a single enemys, because you also have your Static Field, so you can hurt them passively quiet a lot. The Abyssal Mask is just for more Magic Resist (against balanced teams again) and the aura to support your team a bit. The extra AP also helps a bit.
Clairvoyance is still a great spell for him IMO. I did not want to say you should use it when chasing, because as you said, you wont need it if you are a pro blitz. But you won't believe me, how often i got a kill because i CV'ed a recalling guy at his tower, so i could grab me a kill.

Second, you kinda need a description on how to use your different abilities and for what purpose.
Instead of adding each items for the recipe under the item place, just add some of the more important, cause now it's very confusing to look at. and here let me give you a very good item for a blitz, Rod of Ages, this item is simple just amazing on him.
Plus you need items description and optional items, since not every item you pick are useful in every match. Like why pick Abyssal Mask when they are all AD focussed, and i know it gives you the Magic resist debuff, but Void Staff would be a better choice.
Under the AD build, the Sunfire Aegis isn't needed, i can see it's purpose, but a item like Guardian Angel would be a better choice IMO.
And i can see why you would pick Clairvoyance but it's still a support item, and is more used for scouting key locations like baron and dragon, your team often reli on a player with Clairvoyance to scout for enemies and the purpose in using it for offense isn't needed that much, a skilled blitz are most likely able to "predict" moves, and use Rocket Grab at the right time.
Then again we need description on spell, like when are you supposed to use our ult and when are you supposed to keep it as a buff.
