Side note: once I get better at doing this then I will update this to look better.
For Runes I take simple Physical damage marks, a mix of armor and health seals (sometimes more health than armor, or visa-versa), Either full scaling MR or Flat MR (really its whether you like to have that early defense or want to have a scaling defense that levels with you), and Move speed Quins (definitely a must have for an fighter Junger honestly, makes early ganks easier)
Masteries are pretty much for damage dealing and late game sustain.
21 in Offense. Jax is a mobile fighter that depends on 2 of his abilities to dish out the most damage. Giving boosts to those auto attacks and spells is key.
9 in defense. it gives you that extra starting potential to survive better early. I still suggest a hard leash for Grump and blue though.

I always do the same route: Grump, Blue buff, red buff, and then wraiths.
After you get wraiths if you feel confident in ganking a lane, try but I would recommend going back to base to get the Stalkers Blade.
After that it is pretty much textbook Jungling, hit camps till you see an opportunity. Do not just go in ifsomeone is asking for assistance. I know I will get a lot of negative feedback about that but its the truth. scope out the situation first and if you do not feel comfortable going in and surviving then don't.
When Ganking I try to start off with my E first then jump on said enemy, activate E again and then your W. This allows for the best amount of damage to be given with receiving less.
