Heca is a super strong champion that can snowball extremely hard. He's great in both solo queue and ranked 5's if you know how to play him well. He's basically a malphite on steroids when it comes to engaging a fight.
He's been extremely strong since the start of season 3 due to 3-4 items that are perfect for him being implemented into the game. Unfortunately everybody has found out how good he is now - leading him to being overplayed and nerfed a tad.

More damage is good for faster jungle clears.
Hecas movespeed is fast as hell anyway you dont need movespeed quints that you will regret having when you lose a 1v1 with 20hp...
Armour quints could be good too if the enemy has 3/4 AD - especially if they have an invaade heavy jungler/mid.

9/21 is best bet but this is flexible

Gank stuff from behind so you can push em back with your E.
Try to gank lanes with CC the most often.
Direct lane ganks are really good on heca too since he can close so much distance.
