Blitzcrank is a champion with a lot of potential, you can build him like a Fighter, as an Off-Tank, or as a Full Tank. I prefer building him Off-Tank, or Fighter.

Pros
- Can pull enemies in his turret to get First Blood and scare you enemy from pushing
- Can still fight without his abilties
- Has a little Tankiness
- Has a lot of potential
- Ultimate that helps in farming, and in teamfights too!
- He's a robot, robots are awesome.
Cons
- Needs to be fed early game to shine late game
- Skillshot is hard to land when the enemy knows you can pull them into your turret
- Long cooldowns early levels (1-9)
- Will be focused a lot :(
This is what makes Blitzcrank annoying and sustainable. This Mana Barrier shields for 50% of Blitzcrank's current mana, this shield will only occur once a minute, and doesn't cost any mana.
This is what makes Blitzcrank Blitzcrank. You can annoy people like hell by pulling them into your turrets, pick out squishies or help you team by grabbing a fleeing enemy.
It deals 80/145/190/245/300 +100% of your Ability Power, however, it has a faily long cooldown, between 20 and 16 seconds, so use it carefully!
Ideal for chasing a fleeing enemy, or escaping a gank. It can also be used in a 1v1 fight, to increase your AS dramatically. This ability has so many potentials!
The movement speed increases by 16/20/24/28/32%
and the AS increases by 30/38/46/54/62%
This ability... is soooo awesome! When maxed, it has a short cooldown, making it even possible to land two Power Fists in one fight. It doesn't apply on hit effects like Sheen, Trinity Force or Frozen Mallet, from what I have noticed. The mana cost is also very low.
This ability makes it a lot easier to farm for Blitzcrank, especially its passive.
The passive deals 100/200/300 +25% of your AP damage every 2.5 seconds, this is not affected by CDR.
The active deals 250/375/500 +100% of your AP in damage, and silenced enemies hit for 0.5 seconds, it has a 30 second cooldown, which is very short for an ultimate that useful.
I don't buy runes yet, because I want to master more champions, and I prefer buying champions over runes. But these are the runes I would take, they are pretty standard for a melee.

They give me early game sustain against melee champions and late game sustain against AP Carries.
Same as above, but now Quints for early game damage, so last-hitting will be easier.
Tanky/Off-Tank
With Blitzcrank, I always start with a Sapphire Crystal and two Health Potions, but if you want to, you can get Boots first, and buy Sapphire Crystal later.
Then I get a Tear of the Goddess ASAP, because your shield will be way more effective.
Then, get a Catalyst the Protector for more sustain through its health and the mana for your shield, after that, (if you hadn't before), get your Boots, and finish the Manamune as soon as possible, so you get some AD, try to charge your Manamune as soon as possible!
Finish your boots, giving you a huge movement speed boost. Build your Catalyst the Protector into a Banshee's Veil, so the APs will hate you, and for even more mana. Now get a Frozen Heart, for cooldown reduction, which is great with your Rocket Grab. This item also gives a huge mana pool and armor.
Now get a Giant's Belt, for a little health to scare your opponents.
Because you don't have a lot of MRes, get a Force of Nature, this will also give you a HUGE HP5.
Build your Giant's Belt into a Warmog's Armor. The enemy will hate you right now. Even if they focus you, you will be able to get out. You are now close to immune.
CORE
Fighter
I start the same way as the Tanky Blitzcrank, starting out with a Sapphire Crystal and two Health Potions. I also rush a Tear of the Goddess ASAP, and get my Boots, but HERE is the change, I immediately get my Manamune, for early game mana AND AD. Now I get an Infinity Edge, to maximize my early game damage. Some people might prefer buying a B.F. Sword, and then Berserker's Greaves, instead of buying Berserker's Greaves after the Infinity Edge, sometimes I prefer that too, depending if I am having a great game or bad game.
After that, the opponent may be stacking armor to counter you, the awesome Blitzcrank, then get a Last Whisper, if they are not stacking armor, then take a Phantom Dancer instead, and take another one after that. This will give you a 85% Crit Chance, and your Crits will do 250% Damage, because of your Infinity Edge. Now get a Bloodthirster, for more life steal and damage.
CORE
This is what I take as a Tank, it lets me check the bush (or brush, but I prefer saying bush), with Clairvoyance and heal my lane partner, or myself, with Heal.
This is what I take as a Fighter, Ignite with either Flash or Heal. It will give me an early game kill and sustain/chase ability, depending on which spell I choose.
